Three local front doors: Onslow County Senior Services (Onslow County Multipurpose Complex), 4024 Richlands Highway, Jacksonville, NC 28540, 910-455-2747 | Onslow County Social Services, 612 College Street, Jacksonville, NC 28540, 910-455-4145 | Eastern Carolina Council Area Agency on Aging, 252-638-3185 or 1-800-824-4648. And 2-1-1, or 1-888-892-1162.

Senior Services is the senior door. Onslow County runs its own Senior Services department from the Onslow County Multipurpose Complex on Richlands Highway, west of downtown Jacksonville. The state's senior center directory lists Onslow Senior Services as a Center of Excellence, opened in 1971, and the county says the center serves adults 55 and better. The department runs lunch at five nutrition sites, home-delivered meals, in-home aides, medical and nutrition-site rides for residents 60 and older, the Medicaid CAP/DA waiver, social work services, SHIIP Medicare counseling, a caregivers support group and a grief support group, and an adult day care program that the county says is reopening in 2026. Main line 910-455-2747. One thing to know: the county's in-home services page and the state directory still show the department's old address, 4955 Richlands Highway, so if a form or a letter carries that address, call before you drive.

Social Services is the benefits office. Onslow County Social Services is at 612 College Street, Jacksonville, main line 910-455-4145 (mail goes to P.O. Box 1379, Jacksonville, NC 28541). Its Adult Services unit covers Adult Protective Services, adult care home placement and monitoring, guardianship when a court orders it, Special Assistance In-Home, the Elderly and Disabled Transportation Assistance Program, a Housing and Home Improvement program for at-risk adults, and representative payee services; the Adult Services line for all of them is 910-989-0230. The department's pages list 910-455-3113, the Onslow County Sheriff's Office, as the emergency number; if someone is in immediate danger, call 911.

Eastern Carolina Council is the regional layer. Onslow County's Area Agency on Aging is the Eastern Carolina Council of Governments, 233 Middle Street, Third Floor, New Bern, NC 28563 (mail to P.O. Box 1717, New Bern, NC 28563), 252-638-3185, toll free 1-800-824-4648. The state lists Region P as Carteret, Craven, Duplin, Greene, Jones, Lenoir, Onslow, Pamlico and Wayne counties. The Council runs the regional Family Caregiver Support Program and the Long-Term Care Ombudsman program (below), and it publishes a free Onslow County Older Adult and Caregiver Resource Sheet, updated July 2026, that lists every licensed home care agency, adult care home and nursing home in the county.

Property tax relief (apply with the Onslow County Tax Office, 910-989-2200)

The office. Senior and disability relief is handled by the Onslow County Tax Office, on the second floor of the Onslow County Government Center, 234 NW Corridor Boulevard, Jacksonville, NC 28540, Monday to Friday, 8 a.m. to 5 p.m., main line 910-989-2200. The county says exemption and exclusion applications can be requested from the Listings Division at 910-989-2201, downloaded from the Tax Office's Forms page, or picked up at the counter. A drop box sits by the entrance to the Government Center for forms and check payments (no cash). The state's official list of county assessors (revised September 23, 2026) names Kevin Turner as Onslow's County Assessor at 910-989-2200.

Two things to watch on the county's site. The Tax Office's Exemptions FAQ still explains the Circuit Breaker with the 2020 income limits ($31,000 and $46,500), and its Real Property FAQ still says the most recent revaluation was January 1, 2018. Both are out of date. The county's own Revaluation page and its revaluation FAQ say the current reappraisal took effect January 1, 2026, and the state's 2026 and 2027 forms carry the limits below. Use the figures here, and confirm with the office.

The three programs. All three are set by the state and filed on the state's Form AV-9 with the county. The county posts the AV-9 and a Property Tax Relief Programs brochure on its Forms page.

  • Elderly or Disabled Exclusion (the county's FAQ calls it the Elderly or Disabled Homestead Exclusion). It excludes the greater of $25,000 or 50 percent of the appraised value of the home and up to one acre of land. You must be 65 or older on January 1, or totally and permanently disabled, and own and live in the home; if a married couple owns the home, the county says at least one must be 65. Income, including a spouse's, must be within the limit: $38,800 for the 2026 tax year, $39,900 for 2027 (2026 income). The county counts "all moneys received from every source" other than gifts or inheritances from a spouse, parent or child, and it wants the first page of last year's federal return, or proof of income if your parent does not file. The county also says the Social Security number is mandatory on this application. Once approved, the county says you do not file again unless the property, its use or the owner's eligibility changes; the assessor rechecks one-eighth of excluded parcels a year. If your parent is under 65 and disabled, add Form AV-9A.
  • Circuit Breaker Tax Deferment. Caps the tax at 4 percent of income up to $38,800 and 5 percent from $38,801 to $58,200 for 2026 (for 2027 the ceilings are $39,900 and $59,850). Above the top limit a household does not qualify. The owner must have owned and occupied the home at least five years, and the county says this program requires an application every year. This is a deferral, not forgiveness. The state form explains that the deferred taxes stay a lien on the home, and the current year plus the three most recent years come due with interest when a disqualifying event happens, such as a sale, a death or a move. Understand that before your parent signs, especially if the plan is to sell the house or leave it to family.
  • Disabled Veteran Exclusion. Excludes the first $45,000 of the appraised value for an honorably discharged veteran with a 100 percent total and permanent service-connected disability, or who received benefits for specially adapted housing, or an unmarried surviving spouse. The county says there is no income or age limit. File the AV-9 plus Form NCDVA-9, which the Veterans Administration certifies and returns to the veteran for the Tax Office. The county says the Tax Office works through the local Veterans Service Office on this, and Veterans Services (below) accepts property tax exclusion forms at its counter or in the Government Center drop box.

Deadline. The county says relief applications "should be filed during the regular listing period, January 1 through January 31, but are considered timely through June 1." Applications received after June 1 are untimely and cannot be approved by the assessor, so do not let it slip.

The 2026 revaluation, and why the bill did not move. Onslow County revalues every four years under a 2001 resolution, more often than the eight years state law requires. The current reappraisal took effect January 1, 2026, the first new values since 2022. Then the General Assembly passed Session Law 2026-8 (Senate Bill 889, which the county's pages call House Bill 889), signed June 19, 2026. For counties with a population of 15,000 or more that reappraised as of January 1, 2026, the law says the 2026-2027 bills must use the schedule of values from the previous reappraisal, and the 2026 values take over for the year beginning July 1, 2027. So the county's FY2027 budget, adopted June 29, 2026, kept the rate at 65.5 cents per $100 and used the 2022 values. The county warns that even with the older value, a bill "could still increase from last year, depending on the budget requirements of each jurisdiction," and towns and fire districts add their own rates. The Tax Office's rate page links a rate sheet labeled 2018, so ask the Collections Division (910-989-2202) for the current town and fire district rates rather than trusting that file.

Appeals are open until December 31, 2026. The county says you may appeal the current value, the 2026 reappraisal value that applies next year, or both, through December 31, 2026, even though the Board of Equalization and Review's spring deadline has passed. Appeals already filed on the 2026 value are not cancelled; the outcome applies when that value takes effect in 2027. File online through the county's taxpayer portal (the county prefers it), mail back the bottom of the Revaluation Notice, or call the Appraisal Division at 910-455-7431 for an informal review. There is no fee, no attorney is needed, and the county says comparable sales from before January 1, 2026 and photos of the home's condition are acceptable evidence. For the 2027 tax year, normal deadlines return: appeals begin January 1 and end when the Board of Equalization and Review adjourns.

What it means for a parent on relief. The Elderly or Disabled Exclusion takes off the greater of $25,000 or half the appraised value, so when the higher 2026 value lands on the July 2027 bill, the excluded half grows with it. The county's revaluation FAQ says relief "reduces the taxable value of a property, not the assessed value," and that eligibility and applications are separate, so a parent already on the exclusion should not need to reapply for the new value; call 910-989-2200 when the 2027 bill arrives to confirm. If your parent's income is under $39,900 and they are not yet on the exclusion, June 1, 2027 is the date to circle. The county's FAQ says the next revaluation is scheduled for January 1, 2030; the new law also deems the 2026 reappraisal effective in 2027 for the purpose of counting to the next one, so confirm that date with the office before you plan around it.

Rates and bills. Tax bills are mailed in July and due September 1. They become delinquent if not paid on or before January 5 of the following year; if January 5 falls on a weekend, the next business day is the last day before interest. Pay by mail to the Onslow County Tax Collector at 234 NW Corridor Boulevard, in person on the second floor, by check in the drop box, or online by card or e-check through the county's payment page (a convenience fee applies). The county also offers a prepayment option; ask Collections at 910-989-2202.

One protection worth ten minutes. The Onslow County Register of Deeds offers Property Check, a free alert that tells you when a real estate document is filed under your name, which the Register says can help protect against fraud. The Sheriff's Office has warned about scams that list and sell vacant lots the seller does not own. Sign up through the Register's online records site. The office is at 602 Anne Street, Jacksonville (mail to 109 Old Bridge Street, Jacksonville, NC 28540), 910-347-3451.

Food

Lunch at 60, five sites, no charge. Onslow County Senior Services serves lunch Monday through Friday to anyone 60 and older at five nutrition sites: Jacksonville (4024 Richlands Highway, 910-989-3026), Belgrade (482 Springhill Road, Maysville, 910-743-0800), Richlands (106 E. Franck Street, 910-324-1357), Sneads Ferry (242 Sneads Ferry Road, 910-741-0670) and Swansboro (830 Main Street Extension, at the Swansboro Recreation Center, 910-340-1253). The outlying sites are open 9 a.m. to 1 p.m. The county says there is no cost for the meal, only a confidential donation box, and reservations are due by noon the day before. As of this writing the county's page notes a temporary closure at Sneads Ferry; call 910-455-2747 for details.

Home-delivered meals. The county delivers meals to residents 60 and older who are homebound because of illness or disability, cannot get or prepare food, and have no one to help. Routes run in Belgrade, Blue Creek and Pony Farm, Catherine Lake, Jacksonville, Piney Green and Pumpkin Center, Richlands and Sneads Ferry. Contributions are welcome but nobody is turned away for not giving. Referrals: 910-989-3013. The county does not post a waiting list, so ask. (It also needs volunteer drivers; call 910-989-3006.)

Ensure at a lower price. Through the Friends of the Aging foundation, Senior Services provides Ensure to Onslow residents 55 and older who complete an application with a physician's signature and a financial screening. The program year runs July to June, new applications open in April, and the county says it fills up quickly. Call Brianna Sabetta at 910-989-3023.

The regional food bank. The Food Bank of Central & Eastern North Carolina's New Bern branch, 1702 Red Robin Lane, New Bern, 252-577-1912, serves Carteret, Craven, Jones, Onslow and Pamlico counties. It supplies local pantries; for the nearest one, dial 2-1-1 and call before you go.

Hot meals in Jacksonville. Onslow Community Outreach, 1210 Hargett Street, Jacksonville, 910-455-5733, runs a soup kitchen, a food bank, an emergency shelter open seven days a week, and medical and emergency dental clinics for the uninsured. Its site does not post the soup kitchen's hours, so call first.

Food and Nutrition Services (SNAP). Apply online through ePASS (epass.nc.gov) or call Onslow County Social Services at 910-455-4145. Social Services is also holding events this fall to help Medicaid recipients meet new program requirements; ask when you call.

Energy and utility help

Where to apply: Onslow County Social Services, 910-455-4145. North Carolina's heating programs are applied for through ePASS or at Onslow DSS, 612 College Street.

LIEAP. A once-a-year payment toward heating bills, sent straight to the vendor. Both the state and the county say households with someone 60 or older, or a person receiving services through the NC Division of Aging and Adult Services, can sign up December 1 to 31; everyone else applies January 1 to March 31 or until the money runs out. The county adds that the household must be responsible for its heating bill and cannot have resources over $2,250.

CIP. The Crisis Intervention Program is for heating or cooling emergencies, taken July 1 to June 30 or until the money runs out. The state sets income at 150 percent of poverty, households with a member 60 or older or disabled can have resources at or below $4,500, and the household must have a health-related or life-threatening emergency. Onslow DSS posts a CIP application on its Energy Programs page. The county does not post a dollar cap, so ask.

Emergency Assistance is for families with children. Onslow DSS's Emergency Assistance program (rent, electricity, water, up to $600 once a year, income at or below 110 percent of poverty) is only for households with a child who meets Work First rules. A parent living alone will not qualify; use CIP, LIEAP and 2-1-1 instead.

Too hot, not just too cold. The state's 2026 Operation Fan Heat Relief list names Onslow County Senior Services in Jacksonville, 910-455-2747, contact Clay Calhoun. The state says fans go out May 1 to October 31, 2026, so if your parent needs one this season, call before the end of the month.

The electric bill. Most of the county outside Jacksonville is served by Jones-Onslow EMC, 259 Western Boulevard, Jacksonville, 910-353-1940, with a district office in Sneads Ferry. Its site lists a Medical Alert program and member billing services; we found no posted bill assistance program, so ask member services about payment arrangements and how to flag a home with medical equipment.

Medicare, Medicaid, prescriptions

Free Medicare counseling. North Carolina's Seniors' Health Insurance Information Program (SHIIP), run by the NC Department of Insurance, gives free, unbiased Medicare counseling. In Onslow County, Senior Services hosts a SHIIP counselor at the Senior Center; make an appointment at 910-455-2747. The county's calendar lists open enrollment appointments, October 15 to December 7. The statewide SHIIP line is 1-855-408-1212, Monday to Friday 8 a.m. to 5 p.m. Call before any Medicare Advantage or Part D decision, and read the Annual Notice of Change that arrives in October; SHIIP says to check whether the premium, the copays and the drug list are changing.

Help paying Medicare costs and prescriptions. The Medicare Savings Programs can pay Medicare premiums, and Extra Help lowers Part D drug costs. SHIIP counselors cover both, and Social Security (1-800-772-1213) handles Extra Help. NC MedAssist (1-866-331-1348) gives free prescription medicine to uninsured North Carolinians with household income below 300 percent of poverty. We are not printing income limits for the Medicare programs; ask SHIIP to check them against your parent's numbers.

Medicaid, and a reason to apply before December 31. Apply online through ePASS or through Onslow DSS at 910-455-4145. The NC Medicaid Contact Center is 888-245-0179, and the NC Medicaid Ombudsman is 1-877-201-3750, Monday to Friday 8 a.m. to 5 p.m. NC Medicaid says that if you apply by December 31, 2026, Medicaid will cover approved costs for up to 3 months before you applied. Starting January 1, 2027, that window shrinks to up to 2 months for adults 65 and older and people with a disability. If a parent is heading toward a nursing home or already paying for care, that difference can be real money.

Staying home on Medicaid: CAP/DA. The Community Alternatives Program for Disabled Adults (CAP/DA) is North Carolina's Medicaid waiver that brings in-home aide help, respite and case management so someone who would otherwise qualify for a nursing home can stay home. Onslow is one of the counties where the county senior services department itself is a CAP/DA case management agency. NC Medicaid's list for Onslow County (dated May 2025) names Onslow County Senior Services, 910-455-2747; Primary Health Choice, 910-865-3500; RHA Management Services, 888-207-7828; Vidant Home Health and Hospice, Kenansville, 910-296-0819; and Walkers Home Care, 252-432-6308. The list is more than a year old, so if a line does not answer, ask Senior Services who is taking referrals.

Special Assistance In-Home. For a parent who needs an adult care home level of care but wants to stay in their own home, Onslow DSS's Special Assistance In-Home program adds a monthly income supplement plus case management for residents 18 and older who meet Medicaid's aged, blind or disabled income rules. Call Adult Services at 910-989-0230.

Mental health. Onslow County's public mental health plan is Trillium Health Resources. Its Behavioral Health Crisis Line is 888-302-0738; member and recipient services is 877-685-2415.

Home repair and safety

  • In-home aides. Senior Services' In-Home Aide Services help older adults with bathing and dressing, meal preparation, laundry and light housekeeping, medication reminders, exercises and budgeting, after an in-home assessment by the Home Care Program Supervisor. The county says all aides are registered and certified with the state nursing board, participation is based on voluntary contributions, and nobody is denied for being unable to give. Call 910-989-3023 or the main line 910-455-2747.
  • Urgent Repair. The NC Housing Finance Agency's partner list names WARM (Wilmington Area Rebuilding Ministry), 6737 Amsterdam Way, Wilmington, 910-399-7563, as its Urgent Repair partner for New Hanover, Onslow and Pender counties. The state program makes deferred, forgiven loans of up to $15,000 for emergency repairs and accessibility changes to homeowners with income at or below 50 percent of area median income and a household member who is elderly, disabled, a veteran, or a young child with an elevated blood-lead level. Ask WARM whether it is taking Onslow applications this cycle.
  • Weatherization and heating repair. North Carolina's weatherization provider for Onslow County is Coastal Community Action, 303 McQueen Avenue, Newport, NC 28570 (P.O. Box 729), main line 252-223-1630, weatherization 252-223-1645, serving Beaufort, Carteret, Craven, Duplin, Jones, New Hanover, Onslow and Pamlico. The agency says households at or below 200 percent of poverty, or on Work First or SSI, qualify; homeowners and renters (with the landlord's permission) can apply, and it wants a year of electric bills with the application. It also runs the state's Heating and Air Repair and Replacement Program. The state's plan puts the elderly and people with disabilities first. We are not printing dollar limits; ask the agency to check your parent's numbers.
  • Larger rehab. Coastal Community Action is also the NC Housing Finance Agency's Single-Family Rehab partner for Carteret, Craven, Duplin, Jones and Onslow, and it lists an Essential Single-Family Rehabilitation loan pool program. Same numbers.
  • Small repairs for at-risk adults. Onslow DSS's Housing and Home Improvement Program pays for labor and materials for small renovations or repairs that fix health and safety hazards or improve mobility, and for basic furnishings or appliances, for adults who are the subject of a protective services plan, at risk of abuse or neglect, or so impaired in daily activities that they risk placement. Renters qualify with the landlord's permission. Call Adult Services at 910-989-0230.
  • Inside the Jacksonville city limits. The City of Jacksonville's Neighborhood Improvement Services handles the city's housing and rental assistance programs; call 910-938-5286 and ask what repair help is open. Outside the city limits the city points residents to Onslow County Planning and Development, 910-455-3661, or the USDA Rural Development office at 910-455-9445.

A wanderer's safety net. The Onslow County Sheriff's Office runs Project Lifesaver, a radio-transmitter bracelet program for people with Alzheimer's or autism who are prone to wandering; the Area Agency on Aging's resource sheet says to call the Sheriff's Office at 910-455-3113 for eligibility. The office is at 717 Court Street, Jacksonville. The county's Emergency Services department is at 910-347-4270; it does not post a special needs registry, so if your parent would need help in a hurricane, call and ask.

Rent, housing, emergency cash

  • Section 8 and public housing. The City of Jacksonville says the local Section 8 programs are run by Eastern Carolina Human Services Agency (ECHSA), 214 Georgetown Road, Jacksonville, 910-347-2151, and that rental assistance information is also available from the Eastern Carolina Regional Housing Authority at 910-346-4432. Ask each whether its waiting list is open.
  • City programs. Jacksonville's Neighborhood Improvement Services, 910-938-5286, is the door for the city's housing and rental assistance programs and fair housing questions. The city is also an NC Housing Finance Agency Community Partners Loan Pool partner for Onslow (910-938-5200).
  • Coastal Community Action, 252-223-1630, lists HUD Section 8 rental assistance and Housing Choice Vouchers among its programs, plus Foster Grandparent, Senior Companion and RSVP volunteer programs that pay a small stipend.
  • Shelter and a hot meal. Onslow Community Outreach, 1210 Hargett Street, 910-455-5733, runs the emergency shelter and soup kitchen.
  • Independent Living Rehabilitation Program, 2832 Neuse Boulevard, New Bern, 252-649-6720, is the state housing agency's Displacement Prevention Partnership partner for Carteret, Craven, Jones, Onslow and Pamlico; that program pays for accessibility modifications that keep a person with a disability from having to move. Ask whether Onslow applications are open.
  • 2-1-1 knows which church funds and ministries have money this week.

Paperwork offices you will need. A power of attorney that will be used for real estate is recorded at the Onslow County Register of Deeds, 602 Anne Street, Jacksonville, 910-347-3451. Wills and estates are handled by the Clerk of Superior Court; the courthouse complex is at 625 Court Street (Superior Court) and 602 Anne Street (District Court), Jacksonville, main line 910-478-3600, open Monday to Friday, 8 a.m. to 5 p.m. The court says the Estates and Special Proceedings Division is by appointment only: call 910-478-3604. Free parking is at Court and Tallman Streets and on Old Bridge Street.

For veterans, and for Camp Lejeune families. Onslow County Veterans Services, 234 NW Corridor Boulevard, Jacksonville (inside the Government Center), 910-347-3309, Monday to Friday 8 a.m. to 5 p.m. Veterans who want to file a claim call for an in-person appointment or a phone consultation; property tax exclusion forms, veteran plates and license applications can be walked in or dropped in the secure drop box. The Jacksonville VA Clinic is at 4006 Henderson Drive, weekdays 8 a.m. to 4:30 p.m., and the Jacksonville Vet Center is at 221 Memorial Drive, 910-577-1100. One Onslow-specific point: the VA presumes a service connection for eight conditions (adult leukemia, aplastic anemia and other myelodysplastic syndromes, bladder cancer, kidney cancer, liver cancer, multiple myeloma, non-Hodgkin's lymphoma and Parkinson's disease) for veterans who served at least 30 days at Camp Lejeune or MCAS New River between August 1, 1953 and December 31, 1987. Family members who lived on base in that window may get health care costs for certain conditions paid or reimbursed through the Camp Lejeune Family Member Program; call 866-372-1144. Veterans Services can help with either claim.

Caregiver support

  • Senior Services' Caregivers Support Group meets at noon on the third Wednesday of every month at Hines Farm Park and Stables, 765 Cedar Run Road, Jacksonville, for anyone caring for a loved one with dementia or another condition; the department also runs a Grief Support Group and keeps a Caregivers' Library. Call 910-989-3017.
  • Eastern Carolina Council's Family Caregiver Support Program. Call the Area Agency on Aging at 252-638-3185 and ask for the caregiver program.
  • Project C.A.R.E. Dementia-specific support and respite for families caring for someone with Alzheimer's or another dementia at home. The state's Northeastern office, run by the Mid-East Commission Area Agency on Aging, covers Onslow County: 252-414-3230.
  • Adult day. The county's own New Life Enrichment Center Adult Day Care at Senior Services says it is reopening in 2026; call 910-453-2004 for the date. The state's September 2026 list of certified adult day programs shows none currently open in Onslow County. The closest on the list is the adult day health center at Carolina SeniorCare in New Bern (for PACE participants, below). Ask Senior Services (910-455-2747) what else is close by.
  • Alzheimer's Association, 24/7 Helpline: 1-800-272-3900.

PACE

One PACE program lists five Onslow ZIP codes, plus Maysville.

PACE, the Program of All-Inclusive Care for the Elderly, takes over a person's whole care plan, doctors, a day center, therapy, personal care, prescriptions and transportation, so someone who needs a nursing home level of care can keep living at home. NC Medicaid's official PACE list (October 2025) shows:

  • Carolina SeniorCare, New Bern center, 3681 Neuse Boulevard, New Bern, NC 28562, 252-597-9008 (TTY 1-800-735-2962), for Craven, Jones, Lenoir and Pamlico counties and portions of Onslow, Carteret and Beaufort. Its Onslow ZIP codes on the state list, and on its own eligibility page, are 28540 and 28546 (Jacksonville), 28543 (Tarawa Terrace), 28544 (Midway Park) and 28574 (Richlands). Both lists also carry 28555, the Maysville ZIP code, which the ZIP directories assign to Jones County but which reaches the Belgrade area of Onslow. The program says participants must be 55 or older, qualify for nursing facility level of care as determined by the state Medicaid agency, live in the service area and be able to live safely at home with PACE support. Once enrolled there are no deductibles, copays or coinsurance; people with Medicare only pay a set monthly fee.

Not covered. Sneads Ferry (28460), Holly Ridge (28445), Hubert (28539), Swansboro (28584) and the Camp Lejeune ZIP codes do not appear on any program's list. Elderhaus in Wilmington lists only New Hanover and Brunswick ZIP codes, not Onslow. The list goes by the ZIP code where the person lives, and the program says eligibility is subject to residency verification by ZIP code. Call the program to confirm it serves your parent's address and has room before you plan around it.

If PACE does not fit. Ask Onslow County Senior Services (910-455-2747) about CAP/DA, which it manages directly, ask DSS Adult Services (910-989-0230) about Special Assistance In-Home, and ask the Area Agency on Aging (252-638-3185) what else can keep your parent at home.

Frequently asked questions

Mom is 72, lives in Swansboro, and gets about $2,800 a month from Social Security and a small pension. Does she qualify for a tax break? Likely. About $2,800 a month is about $33,600 a year, under the $38,800 limit for 2026 and the $39,900 limit for 2027, as long as that is the whole household's income, including a spouse's. The Elderly or Disabled Exclusion takes the greater of $25,000 or half her home's value off. File Form AV-9 by June 1; the county says it is timely any time from January 1 to June 1. Call the Tax Office at 910-989-2201.

Dad's house got a new value in 2026 but his bill looks the same. Is something wrong? No. State law delayed the 2026 values a year, so this year's bill uses the 2022 value and the 65.5-cent county rate. The new value hits the bill mailed in July 2027. If it looks wrong, you can appeal it through December 31, 2026, online or by calling 910-455-7431. If he is already on the exclusion, the excluded half grows with the new value; call 910-989-2200 when the 2027 bill arrives to confirm.

Should my father use the Circuit Breaker instead? Go in with open eyes. It caps his tax at 4 or 5 percent of income, but the rest is deferred, not forgiven: on a sale, a death or a move, the current year plus the three most recent years come due with interest. He needs five years of ownership and must file every year. If his income is under the exclusion limit, the exclusion is usually simpler, and the county says it does not have to be refiled. Ask the Tax Office to run both, and talk to the Senior Legal Helpline (1-877-579-7562) if the house is part of an estate plan.

Mom's savings are running out and she may need Medicaid for care. Does timing matter? It can. NC Medicaid says applications filed by December 31, 2026 can get approved costs covered for up to 3 months before the application; from January 1, 2027 that drops to 2 months for adults 65 and older. Call Onslow DSS at 910-455-4145, and talk to the Senior Legal Helpline before moving any assets.

Dad is a retired Marine with Parkinson's who lived at Camp Lejeune in the 1970s. Is there anything extra for him? Possibly. Parkinson's disease is one of the eight conditions the VA presumes is connected to Camp Lejeune's water for anyone who served there at least 30 days between August 1953 and December 1987. A VA disability rating of 100 percent total and permanent would also open the $45,000 Disabled Veteran Exclusion on the house with no income test. Start with Onslow County Veterans Services, 910-347-3309. If your mother lived on base with him, ask about the Camp Lejeune Family Member Program, 866-372-1144.

Mom lives alone in Jacksonville and I live out of state. What can I set up today? Sign up for Property Check at the Register of Deeds and ask the Sheriff's Office about Project Lifesaver if she wanders. Call Senior Services (910-455-2747) about a SHIIP Medicare review before December 7, lunch at the Jacksonville nutrition site, home-delivered meals (910-989-3013), in-home aides and medical rides, and get her a Reduced Fare ID at Jacksonville Station so the bus costs 75 cents. If she is on Medicaid or needs a nursing home level of care and her ZIP code is 28540 or 28546, ask Carolina SeniorCare (252-597-9008) whether PACE can take her.
