By Ryan Riggins · Updated

Free, plain-English senior help in Pitt County, NC: the Tax Assessor's office on Evans Street in Greenville and the 2026 and 2027 income limits for North Carolina's three relief programs, what the January 1, 2028 reappraisal means for a parent's bill, the Pitt County Council on Aging for Meals on Wheels, six Senior Wellness Centers, free Medicare counseling and rides at 60, the Mid-East Commission Area Agency on Aging, the Food Bank's Greenville branch, county rides through PATS, weatherization through WAGES, free legal help at Legal Aid's Greenville office, and the plain fact that no PACE program serves Pitt County today.

Free, plain-English help for seniors and families in Pitt County, NC. Education, not advice. Verify before you rely on it.

Start here (works anywhere)

  • 211 (dial 2-1-1), Eldercare Locator 1-800-677-1116, Medicare 1-800-633-4227, Social Security 1-800-772-1213, VA 1-800-827-1000, Alzheimer's 24/7 Helpline 1-800-272-3900, National Elder Fraud Hotline 1-833-372-8311, Crisis Lifeline 988

Three local front doors: Pitt County Council on Aging, 4551 County Home Road, Greenville, NC 27858, 252-752-1717 | Pitt County Social Services, 1717 West Fifth Street, Greenville, NC 27834, 252-902-1110 | Mid-East Commission Area Agency on Aging, 252-974-1835. And 2-1-1, or 1-888-892-1162.

The Council on Aging is the senior door. Pitt County does not run its own senior services department; the front door is the Pitt County Council on Aging, a nonprofit that serves the whole county. The state's senior center directory lists its Greenville center as a Center of Excellence, opened in 1985. It runs Meals on Wheels, six Senior Wellness Centers with lunch at 60, rides to medical visits at 60, the county's SHIIP Medicare counseling, home safety checks and grab bars, and an information and referral desk where you can ask for an Aging Services Specialist. Main line 252-752-1717, email info@pittcoa.com.

Social Services is the benefits office. Pitt County's Social Services is at 1717 West Fifth Street, Greenville, in the county office building, Monday to Friday, 8 a.m. to 5 p.m. Main line 252-902-1110; the emergency and after-hours line is 252-830-4141. Adult Services, Adult Protective Services, guardianship, and the CAP, respite, case management and in-home programs work from that building. Food and Nutrition Services and adult Medicaid are handled at the Human Services Center, 203 Government Circle, Greenville.

Mid-East Commission is the regional layer. The Mid-East Commission Area Agency on Aging, 1502 North Market Street, Suite A, Washington, NC 27889, plans and funds aging services for Beaufort, Bertie, Hertford, Martin and Pitt counties and runs the Family Caregiver Support and Long-Term Care Ombudsman programs (below). The state's map lists 252-974-1835. The Commission's main line is 252-946-8043, toll free 1-800-799-9194, and its office hours are Monday to Thursday, 8 a.m. to 5 p.m.

Property tax relief (apply with the Pitt County Tax Assessor, 252-902-3400)

The office. Senior and disability relief is handled by the Pitt County Tax Assessor's Office, 110 Evans Street, Greenville, NC 27858, Monday to Friday, 8 a.m. to 5 p.m., phone 252-902-3400. The county also takes relief questions by email at taxadmin.taxrelief@pittcountync.gov. The state's official list of county assessors (revised September 23, 2026) names Russell Hill as Pitt's assessor at 252-902-3400. The county posts one shared "Disabled & Senior Application" for the programs below.

The three programs. All three are set by the state and filed on the state's Form AV-9 with the county.

  • Elderly or Disabled Exclusion (the county also calls it the Homestead Exemption). It excludes the greater of $25,000 or 50 percent of the home's appraised value, and the county says that covers the dwelling and up to one acre. You must be 65 or older as of January 1, or totally and permanently disabled, and own and live in the home on January 1. Income must be within the limit: $38,800 for the 2026 tax year, $39,900 for 2027 (2026 income). Include the first page of the federal return or the Social Security 1099. The county says it is a one-time application unless income goes over the limit or the residence changes, and that periodic audits may apply. If your parent is under 65 and disabled, add Form AV-9A.
  • Circuit Breaker Tax Deferment. Caps the tax at 4 percent of income up to $39,900 and 5 percent from $39,901 to $59,850 for 2027 (for 2026 the ceilings were $38,800 and $58,200). The owner must be 65 or older or totally and permanently disabled and must have owned and lived in the home at least five consecutive years. This is a deferral, not forgiveness. The county says taxes above the cap become a lien, and up to three years of deferred taxes, plus interest, come due if the home is sold, the owner dies, or it is no longer the permanent residence. It requires reapplication every year, and all owners on the deed must qualify. Understand that before your parent signs, especially if the plan is to sell the house or leave it to family.
  • Disabled Veteran Exclusion. Excludes the first $45,000 of the appraised value for an honorably discharged veteran with a 100 percent total and permanent service-connected disability, or an unmarried surviving spouse. File the AV-9 plus Form NCDVA-9, certified through a Veterans Service Officer. Pitt County Veteran Services (below) can help. The county says it is a one-time application unless the residence changes.

Deadline. The county takes applications January 1 to June 1 of the tax year. Late applications filed June 2 to December 31 may be considered with a valid, documented reason, and are reviewed by the Board of Equalization and Review; nothing filed after December 31 counts for that year. The county also notes that the Post Office now requires an in-person request for a same-day postmark, so mail early or deliver it.

The 2028 reappraisal. Pitt County reappraises every four years, more often than the eight years state law requires. Today's values took effect January 1, 2024, and the county says the next reappraisal will be effective January 1, 2028. In a reappraisal year, appeals can only be filed after the Notice of Value arrives, and you have until the later of the Board of Equalization and Review's adjournment or the "Last Date to Appeal" on the notice. In other years, the county generally carries last year's value forward. You can ask for an informal review from January 1 until the Board convenes. The Board's remaining scheduled meetings are November 5 and December 17, 2026, and January 28, 2027, at 4 p.m. in the Pitt County Administration Building, 1717 West Fifth Street.

The county's pages do not say how a reappraisal affects relief that is already approved, so call 252-902-3400 when the 2028 value arrives to confirm your parent's status. If a parent's income is under the 2027 limit and they are not yet on the exclusion, June 1, 2027 is the date to circle.

Rates and bills. The county rate for 2026 is 56.63 cents per $100 of value. A countywide EMS rate of 5.95 cents applies everywhere except the City of Greenville. Towns add their own: Greenville 39.54 cents, Ayden 54, Bethel 45, Falkland 52, Farmville 49, Fountain 58.75, Grifton 55, Grimesland 43, Simpson 45 and Winterville 45. Fire district rates vary by area, and every household pays a $144 landfill fee. The county collects town taxes for Ayden, Bethel, Falkland, Farmville, Greenville, Grifton, Grimesland and Simpson; if your parent lives in Fountain or Winterville, ask the town how its tax is billed.

Bills are mailed in July and due September 1. The county says 2026 bills must be paid in full by January 5, 2027 to avoid interest; interest of 2 percent starts January 6, 2027, plus three quarters of a percent each month after. Payment coupons come with the bill for anyone who wants to pay over time. The Tax Collector is at 111 South Washington Street, Greenville, 252-902-3425; pay by card by phone at 252-300-3552.

One protection worth ten minutes. The Pitt County Register of Deeds offers Property Check Alerts, which let you know when documents are filed under a name or address you choose. The office is at 100 East First Street, Greenville, 252-902-1650, Monday to Friday 8 a.m. to 5 p.m. It also keeps veterans' military discharge records on file.

Food

Meals on Wheels. The Council on Aging delivers weekday hot meals and Saturday boxed meals to homebound adults 60 and older who are unable to prepare their own meals and have no one else to do it for them. Call 252-752-1717, email info@pittcoa.com, or fill out its referral form. The site does not post a cost or a waiting list, so ask both when you call.

Lunch at a Senior Wellness Center, at 60. Adults 60 and older meet at six centers for morning activities and lunch for eligible people. Call 252-752-1717, extension 205, to sign up:

  • Greenville: 4551 County Home Road, 8:30 a.m. to 12:30 p.m.
  • West Greenville: 1118 West Fifth Street, 9 a.m. to 1 p.m.
  • Ayden: 4354 Lee Street, 8:30 a.m. to 12:30 p.m.
  • Bethel: 7406 Main Street, 9 a.m. to 1 p.m.
  • Farmville: 3886 South Main Street, 9 a.m. to 1 p.m.
  • Fountain: 6743 East Wilson Street, 9 a.m. to 1 p.m.

The Greenville center also sells Ensure, Glucerna and Nepro at reduced prices during business hours.

The regional food bank. The Food Bank of Central & Eastern North Carolina's Greenville branch, 1712 Union Street, Greenville, 252-752-4996, serves Edgecombe, Greene, Lenoir, Pitt and Wilson counties, Monday to Friday 8:30 a.m. to 4 p.m. It supplies local pantries; for the nearest one, use the food pantry list on Pitt County Social Services' Local Programs page or dial 2-1-1. The county says its list may not be complete or current, so call before you go.

Food and Nutrition Services (SNAP). Apply online through ePASS or at the Human Services Center, 203 Government Circle, Greenville. The county says people who apply in person may be able to finish the interview the same day, and that the process can take up to 25 days. Call 252-902-1110 with questions.

Energy and utility help

Where to apply: Pitt County Social Services. North Carolina's heating programs are applied for through ePASS or Pitt DSS. The county's energy line is 252-902-1171, at the Human Services Center, 203 Government Circle, Monday to Friday 8 a.m. to 5 p.m. You can apply online, by phone, in person, or by mail or fax (252-902-1868). Last season the county also took applications at several community sites around the county; ask which ones are open this winter.

LIEAP. A once-a-year payment toward heating bills, sent straight to the vendor. The state says households with someone 60 or older, or a disabled person getting services through the NC Division of Aging and Adult Services, can sign up December 1 to 31; everyone else applies January 1 to March 31 or until the money runs out. Income is based on 130 percent of the poverty level. Pitt County's own page still shows last season's dates, so confirm this season's start with DSS.

CIP. The Crisis Intervention Program is for heating or cooling emergencies, taken July 1 to June 30 or until the money runs out. The state sets income at 150 percent of poverty, and households with a member 60 or older or disabled can have resources at or below $4,500. The state says a disconnect notice is not required at this time; a final notice or past-due bill is accepted with a health-related or life-threatening emergency, and no face-to-face interview is required. Pitt County does not post a dollar cap, so ask DSS.

If the bill says Greenville Utilities (GUC). GUC's Neighbor to Neighbor program helps low-income Pitt County households with heating bills. Pitt DSS screens applicants and hands out the money, up to $200 a year per eligible household, during the heating season, December to March, for any kind of heating fuel. GUC says it is meant for households, many of them elderly or disabled, whose income is just above the level other programs serve. Apply through Pitt DSS. GUC also lets eligible customers request a 10-day payment extension at 252-752-7166.

Water bills. The state's Low Income Household Water Assistance Program is not open for applications right now, the county says. When it reopens, apply through ePASS or call 252-902-1353.

Too hot, not just too cold. The state's 2026 Operation Fan Heat Relief contact list does not name a Pitt County provider. The list says that if you cannot reach a local provider, contact the Area Agency on Aging, so call Mid-East Commission at 252-974-1835.

Medicare, Medicaid, prescriptions

Free Medicare counseling. North Carolina's Seniors' Health Insurance Information Program (SHIIP), run by the NC Department of Insurance, gives free, unbiased Medicare counseling. The Council on Aging is the Pitt County coordinating site for SHIIP; its trained counselors offer private appointments on enrollment, Medicare Advantage, Part D and the cost savings programs. Call 252-752-1717. The statewide SHIIP line is 1-855-408-1212, Monday to Friday 8 a.m. to 5 p.m. Call before any Medicare Advantage or Part D decision, especially during open enrollment, October 15 to December 7, 2026.

Help paying Medicare costs and prescriptions. The Medicare Savings Programs can pay Medicare premiums, and Extra Help lowers Part D drug costs. The Council on Aging's SHIIP counselors cover both, and Social Security (1-800-772-1213) handles Extra Help. NC MedAssist (1-866-331-1348) gives free prescription medicine to uninsured North Carolinians with household income below 300 percent of poverty. We are not printing income limits for the Medicare programs; ask SHIIP to check them against your parent's numbers.

Medicaid, and a reason to apply before December 31. Apply online through ePASS or through Pitt DSS at 252-902-1110; adult Medicaid is handled at the Human Services Center, 203 Government Circle. The county says a decision typically takes 45 to 90 days. The NC Medicaid Contact Center is 888-245-0179. NC Medicaid says that if you apply by December 31, 2026, Medicaid will cover approved costs for up to 3 months before you applied. Starting January 1, 2027, that window shrinks to up to 2 months for adults 65 and older and people with a disability. If a parent is heading toward a nursing home or already paying for care, that difference can be real money.

Staying home on Medicaid: CAP/DA. The Community Alternatives Program for Disabled Adults (CAP/DA) is North Carolina's Medicaid waiver that brings in-home aide help, respite and case management so someone who would otherwise qualify for a nursing home can stay home. NC Medicaid's list of case management agencies for Pitt County (dated May 2025) names Pitt County DSS, 252-902-1110; Primary Health Choice, 910-865-3500; RHA Management Services, 888-207-7828; Spectrum Support Services, 919-954-1171; and Walkers Home Care CAPDA, 252-432-6308. The list is more than a year old, so if a line does not answer, start with DSS.

Mental health. Pitt County's public mental health plan is Trillium Health Resources, whose office is at 1019 WH Smith Boulevard, Greenville. Its Behavioral Health Crisis Line is 888-302-0738; member and recipient services is 877-685-2415. The county also lists mobile crisis through Integrated Family Services, 1-866-437-1821, 24 hours a day, which can come to the home.

Home repair and safety

  • Home safety checks and grab bars. The Council on Aging's Injury Prevention Coordinator will come to the house for a nominal fee and assess it for safety problems, with a written report. The Council also installs grab bars and hand railings, inside and out, with private pay and grant options based on eligibility. Call 252-752-1717 and ask for the Injury Prevention Coordinator.
  • Weatherization and heating repair. North Carolina's weatherization provider for Pitt County is WAGES (Wayne Action Group for Economic Solvency), 601 East Royall Avenue, Goldsboro, 919-734-1178, which serves Greene, Lenoir, Pitt, Wayne and Wilson counties. The state says weatherization is free to households with income below 200 percent of poverty, and households on Work First or SSI qualify; it can include insulation, air sealing and heating and cooling repair or replacement, and the program puts the elderly and people with disabilities first. We are not printing dollar limits; ask WAGES to check your parent's numbers.
  • Other repairs. We found no county-run home repair program on Pitt County's pages. Ask the Council on Aging's information desk (252-752-1717) or 2-1-1 what repair help is open this year.

Emergency alerts. Pitt County sends emergency alerts through Hyper-Reach; sign up from the Emergency Management page. Pitt County Emergency Management is 252-902-3950. The county runs medical shelters in an emergency but calls them a last resort: a caregiver must come and stay with the person, only basic care is available, and the county asks people to bring a five-day supply of medical supplies and arrange extra oxygen ahead of time. If your parent would need help in a storm, make that plan now.

Rent, housing, emergency cash

  • Pitt County Social Services lists four housing authorities: Greenville Housing Authority, 252-329-4000; Ayden Housing Authority, 252-746-2021; Farmville Housing Authority, 252-753-5347; and Mid-East Regional Housing Authority, 252-752-9548. Ask each whether its waiting list is open.
  • The same county page lists apartments for older adults across the county, including in Ayden, Greenville and Grifton, with phone numbers. It is a community list the county does not guarantee, so call before you count on one.
  • Pitt DSS also runs eviction prevention assistance; call 252-902-1110 to ask what is available.
  • 2-1-1 knows which church funds and ministries have money this week.

Transportation

Council on Aging rides, at 60. As funding allows, the Council gives rides to doctor appointments, pharmacy visits for prescription pickup, its nutrition sites and special events for people 60 and older who do not get Medicaid. Call 252-752-1717 to check eligibility.

Outside Greenville: Pitt Area Transit System (PATS). 1717 West Fifth Street, Greenville, 252-902-2002 (direct) or 252-902-2001 (automated). PATS serves people who live outside Greenville's city limits, with curb-to-curb rides Monday to Saturday, 6 a.m. to 6 p.m. New riders fill out an intake form first; the county says to expect an answer within two business days. Rides must be booked at least one business day ahead and up to 90 days ahead, by calling Monday to Friday between 9 a.m. and 2 p.m. The county lists a fare of $9.00 one way or $18.00 round trip, paid to the driver in cash or check, exact amount. Ask whether that fare applies to your parent's program. Drivers wait up to five minutes.

Inside Greenville: GREAT. Greenville Area Transit, 600 South Pitt Street (the G.K. Butterfield Transportation Center), 252-329-4532. Buses run Monday to Friday, 6:25 a.m. to 8:15 p.m., and Saturday, 9:25 a.m. to 4:15 p.m., with no Sunday service. Every bus has a wheelchair ramp and reserved seating for older riders. The city's current site does not post fares, so call 252-329-4532 and ask about the discount fare for older riders. GREAT+ on-demand service covers the Route 4 zone.

GREAT paratransit. For people whose disability keeps them from riding the bus, PATS runs curb-to-curb van service for the city within three quarters of a mile of GREAT's routes, during the same hours as the buses. A physician or health care professional must certify the disability. Call 252-329-4532.

Medicaid rides to appointments. Medicaid members ask Pitt Social Services about Medicaid transportation. The county's transit page lists 252-902-1112; the Council on Aging lists 252-902-1110 or 252-902-1111. Ask how much notice to give.

Legal help

Senior Legal Helpline. Legal Aid of North Carolina's Senior Legal Helpline gives free civil legal help to North Carolinians 60 and older: 1-877-579-7562, Monday to Friday 9 to 11 a.m. and 1 to 3 p.m.

Legal Aid of North Carolina, Greenville office. 301 South Evans Street, Suite 400, Greenville, which serves Pitt County: 252-758-0113 or toll free 1-800-682-4592, Monday to Friday 9 a.m. to 5 p.m.

Protecting an older adult.

  • Pitt County Adult Protective Services: call 252-902-1110. If someone is in immediate danger, call 911. The county's emergency and after-hours line is 252-830-4141. North Carolina law requires anyone who suspects a disabled adult is being abused, neglected or exploited to report it.
  • Long-Term Care Ombudsman, for problems in a nursing home or assisted living. Mid-East Commission's regional ombudsman, covering Pitt, is Laura Jett, 252-974-1838.
  • NC Attorney General Consumer Protection: 1-877-566-7226 (1-877-5-NO-SCAM).
  • National Elder Fraud Hotline: 1-833-372-8311.

Paperwork offices you will need. A power of attorney that will be used for real estate is recorded at the Pitt County Register of Deeds, 100 East First Street, Greenville, 252-902-1650. Wills and estates are handled by the Clerk of Superior Court at the Pitt County Courthouse, 100 West Third Street, Greenville, main line 252-695-7100. The courthouse is open 8 a.m. to 5 p.m. and the Clerk's office 8:30 a.m. to 5 p.m., Monday to Friday. Call ahead to ask whether the estates desk needs an appointment.

For veterans. Pitt County Veteran Services, 1717 West Fifth Street, Greenville, 252-902-3090, Monday to Friday 8 a.m. to 5 p.m., with walk-in appointments available. The county notes the office is separate from the U.S. Department of Veterans Affairs; its Veterans Service Officers help with claims, including the property tax certification above.

Caregiver support

  • Family Caregiver Support at Mid-East Commission. The Area Agency on Aging's family caregiver resource specialist is at 252-974-1837. Ask about respite, training and support for a family member caring for someone 60 or older.
  • Project C.A.R.E. Dementia-specific support and respite for families caring for someone with Alzheimer's or another dementia at home. The state's Northeastern office covers Pitt County: 252-414-3230, based at the Mid-East Commission in Washington.
  • The Council on Aging's referral desk keeps lists of local support groups, respite care, adult day programs, home health aides and housing options. Call 252-752-1717 and ask for an Aging Services Specialist. The Council says to vet any caregiver you hire.
  • Adult day. The state's April 2026 list of certified adult day programs names one in Pitt County: Creative Living Center, 4748 Stantonsburg Road, Greenville, 252-757-0147, adult day care and adult day health. Ask about hours and cost when you call.
  • Alzheimer's Association, 24/7 Helpline: 1-800-272-3900.

PACE

No PACE program serves Pitt County today.

PACE, the Program of All-Inclusive Care for the Elderly, takes over a person's whole care plan, doctors, a day center, therapy, personal care, prescriptions and transportation, so someone who needs a nursing home level of care can keep living at home. NC Medicaid's official PACE list (October 2025) does not include Pitt County or any of its ZIP codes. The closest program on the list, Carolina SeniorCare's New Bern center (3681 Neuse Boulevard), covers Craven, Jones, Lenoir and Pamlico counties and parts of a few others, but not Pitt.

What to do instead. Ask Pitt DSS (252-902-1110) about CAP/DA (above), which brings in-home aide help, respite and case management to people who would otherwise qualify for a nursing home. Ask the Council on Aging (252-752-1717) and Mid-East Commission (252-974-1835) what else can keep your parent at home. If a PACE program opens in Pitt County, it will appear on NC Medicaid's list first.

Frequently asked questions

Mom is 70, lives in Winterville, and gets about $2,900 a month from Social Security and a small pension. Does she qualify for a tax break? Likely. About $2,900 a month is about $34,800 a year, under the $38,800 limit for 2026 and the $39,900 limit for 2027, as long as that is the whole household's income. The Elderly or Disabled Exclusion takes the greater of $25,000 or half her home's appraised value off. The county takes applications January 1 to June 1. Call the Assessor at 252-902-3400.

Dad's house gets a new value in 2028. What should we watch for? The county says the next reappraisal is effective January 1, 2028. Appeals in a reappraisal year can only be filed after the Notice of Value arrives, so open that envelope right away and call 252-902-3400 if the value looks wrong. If he uses the Circuit Breaker, he files again every year anyway.

Should my father use the Circuit Breaker instead? Go in with open eyes. It caps his tax at 4 or 5 percent of income, but the rest is deferred, not forgiven: if he sells, dies, or moves out, up to three years come due with interest. He needs five consecutive years of ownership and occupancy, everyone on the deed must qualify, and he must reapply every year. If his income is under the exclusion limit, the exclusion is usually simpler. Ask the Assessor's office to run both, and talk to the Senior Legal Helpline (1-877-579-7562) if the house is part of an estate plan.

Mom's savings are running out and she may need Medicaid for care. Does timing matter? It can. NC Medicaid says applications filed by December 31, 2026 can get approved costs covered for up to 3 months before the application; from January 1, 2027 that drops to 2 months for adults 65 and older. Call Pitt DSS at 252-902-1110, and talk to the Senior Legal Helpline before moving any assets.

Mom lives alone in Greenville and I live out of state. What can I set up today? Sign up for Property Check Alerts at the Register of Deeds and for Hyper-Reach emergency alerts. Call the Council on Aging (252-752-1717) about Meals on Wheels, a Senior Wellness Center lunch, rides to the doctor and a Medicare counseling appointment. Ask about a home safety check. And if she uses GUC for heat and money is tight this winter, ask Pitt DSS about Neighbor to Neighbor.
