Three local front doors: Moore County Department of Aging (Senior Enrichment Center), 8040 US Highway 15-501, West End, NC 27376, 910-947-4483 | Moore County Social Services, 1036 Carriage Oaks Drive, Carthage, NC 28327, 910-947-2436 | Central Pines Regional Council Area Agency on Aging, 919-549-0551. And 2-1-1, or 1-888-892-1162.

The Department of Aging is the senior door. Moore County runs its own Department of Aging out of the Senior Enrichment Center, about two miles north of the Pinehurst Traffic Circle on US 15-501. The state's senior center directory lists it as a Center of Excellence, opened in 2007. The county says its services are for people 60 and older and that there are no income requirements; it asks for client fees to help expand services and keeps a fee schedule. It runs the nutrition program (lunch and home-delivered meals), in-home aides, medical rides, the Family Caregiver Program, SHIIP Medicare counseling, a telephone reassurance program, an Ensure program and an information and assistance desk. Main line 910-947-4483. The Department's office is open Monday to Friday, 8 a.m. to 5 p.m.; the Senior Enrichment Center is open Monday, Wednesday and Friday 7 a.m. to 5 p.m., Tuesday and Thursday 7 a.m. to 7 p.m., and Saturday 8 a.m. to 1 p.m. Its mailing address is P.O. Box 487, Carthage, NC 28327.

Social Services is the benefits office. Moore County Social Services is at 1036 Carriage Oaks Drive, Carthage, Monday to Friday, 8 a.m. to 5 p.m., main line 910-947-2436. Adult Services covers Adult Protective Services, adult placement, guardianship when a court orders it, and health support services. To report suspected abuse of an adult or child, call 910-947-5683, which the county says works any time, day or night; for an after-hours emergency, call 911.

Central Pines is the regional layer. Moore County's Area Agency on Aging is Central Pines Regional Council (formerly Triangle J Council of Governments), 4307 Emperor Boulevard, Suite 110, Durham, NC 27703, 919-549-0551, toll free 1-800-310-9777. The state lists Region J as Chatham, Durham, Johnston, Lee, Moore, Orange and Wake counties. Central Pines runs the regional Family Caregiver Support and Long-Term Care Ombudsman programs (below).

Property tax relief (apply with the Moore County Tax Department, 910-947-2255)

The office. Senior and disability relief is handled by the Moore County Tax Department, 1 Courthouse Square, Carthage, NC 28327, Monday to Friday, 8 a.m. to 5 p.m., phone 910-947-2255, email taxinformation@moorecountync.gov. Mail goes to P.O. Box 457, Carthage, NC 28327. The county's 2026 exclusion brochures list 910-947-4121 for questions about the exclusions. The state's official list of county assessors (revised September 23, 2026) names Gary Briggs as Moore's assessor at 910-947-2255.

One thing to watch on the county's site. The "Elderly or Disabled Exclusion" link on the Tax Department's Listing page opens an older brochure that shows a $33,800 income limit. That number is out of date. The county's 2026 brochure says $38,800, which matches the state's 2026 form. Use the figures below, and confirm with the office.

The three programs. All three are set by the state and filed on the state's Form AV-9 with the county.

  • Elderly or Disabled Exclusion (the county's brochure calls it the Senior or Disabled Homestead Exclusion). It excludes the greater of $25,000 or 50 percent of the assessed value of the home and up to one acre of land. You must be 65 or older, or totally and permanently disabled, and own and live in the home. Income, including a spouse's, must be within the limit: $38,800 for the 2026 tax year, $39,900 for 2027 (2026 income). The county says that if something changes, such as income going over the limit, you must tell the Tax Department in January of the following year. It also says a home can keep the exclusion during an extended stay in a rest home or nursing home, as long as the house is empty or lived in by the owner's spouse or another dependent. If your parent is under 65 and disabled, add Form AV-9A.
  • Circuit Breaker Tax Deferment. Caps the tax at 4 percent of income up to $38,800 and 5 percent from $38,801 to $58,200 for 2026 (for 2027 the ceilings are $39,900 and $59,850). Above the top limit, the county says, a household does not qualify. The owner must have owned the home at least five years, and the county says it requires an annual application. This is a deferral, not forgiveness. In the county's words, the current year plus the three most recent years of deferred taxes, plus interest, are payable when a disqualifying event happens, such as a sale, a death or a move. Understand that before your parent signs, especially if the plan is to sell the house or leave it to family.
  • Disabled Veteran Exclusion. Excludes the first $45,000 of the appraised value for an honorably discharged veteran with a 100 percent total and permanent service-connected disability, or an unmarried surviving spouse. There is no age or income limit, and the county says it is a one-time application. File the AV-9 plus Form NCDVA-9, signed and certified by a Veterans Service Officer. The county warns the certification can take two to three weeks to come back, so start early. Moore County Veterans Services (below) can help.

Deadline. A timely application is due by June 1 of the year you want relief. The county says that after June 1 an additional form is required, so call 910-947-4121 before you file late.

The 2027 revaluation. Moore County revalues every four years, more often than the eight years state law requires. Today's values took effect January 1, 2023, and the county says the next revaluation is scheduled for 2027; it has already posted its 2027 Schedule of Values. Each year's appeal process begins January 1 with an informal review, and the formal step is a review by the Moore County Board of Equalization and Review. The chance to appeal ends when that Board adjourns, so open the new value notice right away and call 910-947-2255 if the value looks wrong. The county does not post the Board's 2027 meeting dates yet.

The county's pages do not say how a revaluation affects relief that is already approved, so call when the 2027 value arrives to confirm your parent's status. If a parent's income is under the 2027 limit and they are not yet on the exclusion, June 1, 2027 is the date to circle.

Rates and bills. The county's rate chart shows a 2026 county rate of 29 cents per $100 of value and an ALS rate of 4.25 cents. The fire protection district rate is 8.75 cents. Towns add their own: Aberdeen 42 cents, Cameron 55.5, Carthage 50.5, Foxfire 29, Pinebluff 40, Pinehurst 22, Robbins 68, Southern Pines 29 (plus a downtown service district), Taylortown 47.5, Vass 49 and Whispering Pines 40. Carthage, Robbins and Southern Pines also list vehicle tag fees. The chart marks every town except Pinebluff as one the county collects for, so if your parent lives in Pinebluff, ask the town how its tax is billed.

Real property taxes are due September 1. The county gives a discount to owners who pay before August 31; the rate chart notes that Aberdeen, Pinehurst and Southern Pines did not offer the 2 percent discount. Bills are past due if not paid by January 5, and the county says penalties are added for each month after that. Pay in person at 1 Courthouse Square by cash, check or card, by mail to P.O. Box 457, online through the county's InvoiceCloud page, or by phone at 1-855-451-2620.

One protection worth ten minutes. The Moore County Register of Deeds offers a free Real Estate Recording Notification Service: it emails you when a document is recorded under a name you choose, up to 10 names or name variations per email address. Sign up from the Register of Deeds page. The office is at 26 Courthouse Square, Carthage, 910-947-6370.

Food

Meals at 60 from the Department of Aging. The county serves lunch at two sites: the Senior Enrichment Center and the West Moore Community Center in Robbins. It delivers weekday meals to homebound residents 60 and older in the West End and Seven Lakes, Robbins, Carthage, Eagle Springs, Cameron, Vass, Whispering Pines and Taylortown areas. Call Rhonda Priest at 910-947-4185 to sign up. The county does not post a cost or a waiting list, so ask both when you call.

If your parent lives in Southern Pines, Pinehurst or Aberdeen. Those towns are not on the county's delivery list. Meals on Wheels of the Sandhills, a nonprofit at 1975 Juniper Lake Road, Unit A1, West End, says it serves homebound people in a portion of Moore County. Call 910-704-9810 and ask whether your parent's street is on a route and what the meals cost.

Ensure at a lower price. The Department of Aging sells Ensure for $18 a case to people 60 and older with a doctor's prescription for it and income no higher than 150 percent of the federal poverty level. Call 910-947-4483.

The regional food bank. The Food Bank of Central & Eastern North Carolina's Sandhills branch, 195 Sandy Avenue, Southern Pines, 910-692-5959, serves Lee, Moore, Richmond and Scotland counties, Monday to Friday 8:30 a.m. to 4 p.m. It supplies local pantries; for the nearest one, dial 2-1-1 and call before you go.

Food and Nutrition Services (SNAP). Apply online through ePASS (epass.nc.gov) or call Moore County Social Services at 910-947-2436.

Energy and utility help

Where to apply: Moore County Social Services, 910-947-2436. North Carolina's heating programs are applied for through ePASS or Moore DSS.

LIEAP. A once-a-year payment toward heating bills, sent straight to the vendor. The state says households with someone 60 or older, or a disabled person getting services through the NC Division of Aging and Adult Services, can sign up December 1 to 31; everyone else applies January 1 to March 31 or until the money runs out. Moore DSS posts the same windows.

CIP. The Crisis Intervention Program is for heating or cooling emergencies, taken July 1 to June 30 or until the money runs out. The state sets income at 150 percent of poverty, households with a member 60 or older or disabled can have resources at or below $4,500, and the household must have a health-related or life-threatening emergency. Moore County does not post a dollar cap, so ask DSS.

Emergency Assistance. Moore DSS also lists an Emergency Assistance program for households with income at or below 200 percent of poverty. Ask what it covers this year.

Too hot, not just too cold. The state's 2026 Operation Fan Heat Relief list names the Moore County Department of Aging in West End, 910-947-4483, contact Rhonda Priest. The state says fans go out May 1 to October 31, 2026, so if your parent needs one this season, call before the end of the month.

Water bills. If your parent's water bill comes from the Town of Southern Pines, billing questions go to 910-692-2206. We found no water bill assistance program posted by the county or the towns.

Medicare, Medicaid, prescriptions

Free Medicare counseling. North Carolina's Seniors' Health Insurance Information Program (SHIIP), run by the NC Department of Insurance, gives free, unbiased Medicare counseling. In Moore County, the Department of Aging offers one-on-one Medicare benefit reviews; call 910-947-4483. The statewide SHIIP line is 1-855-408-1212, Monday to Friday 8 a.m. to 5 p.m. Call before any Medicare Advantage or Part D decision, especially during open enrollment, October 15 to December 7, 2026.

Help paying Medicare costs and prescriptions. The Medicare Savings Programs can pay Medicare premiums, and Extra Help lowers Part D drug costs. SHIIP counselors cover both, and Social Security (1-800-772-1213) handles Extra Help. NC MedAssist (1-866-331-1348) gives free prescription medicine to uninsured North Carolinians with household income below 300 percent of poverty. We are not printing income limits for the Medicare programs; ask SHIIP to check them against your parent's numbers.

Medicaid, and a reason to apply before December 31. Apply online through ePASS or through Moore DSS at 910-947-2436. The NC Medicaid Contact Center is 888-245-0179, and the NC Medicaid Ombudsman is 1-877-201-3750. NC Medicaid says that if you apply by December 31, 2026, Medicaid will cover approved costs for up to 3 months before you applied. Starting January 1, 2027, that window shrinks to up to 2 months for adults 65 and older and people with a disability. If a parent is heading toward a nursing home or already paying for care, that difference can be real money.

Staying home on Medicaid: CAP/DA. The Community Alternatives Program for Disabled Adults (CAP/DA) is North Carolina's Medicaid waiver that brings in-home aide help, respite and case management so someone who would otherwise qualify for a nursing home can stay home. NC Medicaid's list of case management agencies for Moore County (dated May 2025) names Divine Home Care, 910-904-2377; Gentle Touch Home Care, 910-947-3805; Healthkeeperz, 910-522-0009; Primary Health Choice, 910-865-3500; RBS Case Management, 910-768-0002; and the Richmond County Health Department, 910-997-8368. Moore DSS is not on that list. The list is more than a year old, so if a line does not answer, ask DSS or the Department of Aging who is taking referrals.

Mental health. Moore County's public mental health plan is Trillium Health Resources. Its Behavioral Health Crisis Line is 888-302-0738; member and recipient services is 877-685-2415.

Home repair and safety

  • Urgent Repair. The NC Housing Finance Agency lists Habitat for Humanity of the NC Sandhills, 2268 NC Highway 5, Aberdeen, 910-295-1934, as its Urgent Repair partner for Hoke, Moore and Richmond counties. The state program makes deferred, forgiven loans of up to $15,000 to homeowners with income at or below 50 percent of area median income and a household member who is elderly, disabled, a veteran, or a young child with an elevated blood-lead level. Ask Habitat whether it is taking applications this cycle.
  • Weatherization and heating repair. North Carolina's weatherization provider for Moore County is Action Pathways, P.O. Box 2009, Fayetteville, 910-485-6131, which serves 13 counties including Moore. The state says weatherization is free to households with income below 200 percent of poverty, and households on Work First or SSI qualify; the program puts the elderly and people with disabilities first. We are not printing dollar limits; ask Action Pathways to check your parent's numbers.
  • Larger rehab. Sandhills Community Action Program (SCAP) lists Essential Single-Family Rehabilitation in Anson, Moore, Montgomery and Richmond counties. Its Moore office is at 340 Commerce Avenue, Suite 20, Southern Pines, 910-947-5675.

Emergency alerts and a paper trail for first responders. Moore County sends emergency alerts through CodeRED; sign up from the Emergency Management page. Moore County Emergency Management is at 302 South McNeill Street, Carthage, 910-947-6317. The same page links the Yellow Dot and File of Life programs, which put a parent's medical information where first responders will look for it. The county does not post a special needs registry or medical shelter rules, so if your parent would need help in a storm, call Emergency Management and ask.

Rent, housing, emergency cash

  • Southern Pines Housing Authority, 910-692-2042. Ask whether its waiting list is open.

  • The A-Pines Line between Aberdeen and the Pinehurst and Southern Pines area has been suspended since COVID-19, the county says.

Ask the Department of Aging (910-947-4483) what else is close by.
  • Alzheimer's Association, 24/7 Helpline: 1-800-272-3900.

PACE

Two PACE programs list most of Moore County, by ZIP code.

PACE, the Program of All-Inclusive Care for the Elderly, takes over a person's whole care plan, doctors, a day center, therapy, personal care, prescriptions and transportation, so someone who needs a nursing home level of care can keep living at home. NC Medicaid's official PACE list (October 2025) shows:

  • Randolph Health StayWell Senior Care, 809 Curry Drive, Asheboro, 336-628-4200, for Montgomery, Moore and Randolph counties. Its Moore ZIP codes on the list are 27242, 27281, 27325, 27376, 28327, 28350, 28374, 28387 and 28394.
  • LIFE St. Joseph of the Pines, 4900 Raeford Road, Fayetteville, 910-429-7242, for Cumberland and portions of Moore and three other counties. Its Moore-area ZIP codes on the list include 28315, 28326 and 28373.
  • Piedmont Health SeniorCare's Pittsboro center, 919-545-7341, also lists 28326.

The list goes by the ZIP code where the person lives, and some ZIP codes cross county lines. Two Moore ZIP codes, 28370 and 28388, do not appear on any program's list. Call the program to confirm it serves your parent's address and has room before you plan around it.

If PACE does not fit. Ask Moore DSS (910-947-2436) and the CAP/DA agencies above about CAP/DA, and ask the Department of Aging (910-947-4483) what else can keep your parent at home.

Frequently asked questions

Mom is 70, lives in Southern Pines, and gets about $2,900 a month from Social Security and a small pension. Does she qualify for a tax break? Likely. About $2,900 a month is about $34,800 a year, under the $38,800 limit for 2026 and the $39,900 limit for 2027, as long as that is the whole household's income, including a spouse's. The Elderly or Disabled Exclusion takes the greater of $25,000 or half her home's value off. File by June 1. Call the Tax Department at 910-947-2255.

Dad's house gets a new value in 2027. What should we watch for? The county says the next revaluation is scheduled for 2027. The chance to appeal ends when the Board of Equalization and Review adjourns, so open the value notice right away and call 910-947-2255 if it looks wrong. If he uses the Circuit Breaker, he files again every year anyway.

Should my father use the Circuit Breaker instead? Go in with open eyes. It caps his tax at 4 or 5 percent of income, but the rest is deferred, not forgiven: on a sale, a death or a move, the current year plus the three most recent years come due with interest. He needs five years of ownership and must file every year. If his income is under the exclusion limit, the exclusion is usually simpler. Ask the Tax Department to run both, and talk to the Senior Legal Helpline (1-877-579-7562) if the house is part of an estate plan.

Mom's savings are running out and she may need Medicaid for care. Does timing matter? It can. NC Medicaid says applications filed by December 31, 2026 can get approved costs covered for up to 3 months before the application; from January 1, 2027 that drops to 2 months for adults 65 and older. Call Moore DSS at 910-947-2436, and talk to the Senior Legal Helpline before moving any assets.

Mom lives alone in Pinehurst and I live out of state. What can I set up today? Sign up for the Register of Deeds' recording notifications and CodeRED alerts, and put a File of Life on her refrigerator. Call the Department of Aging (910-947-4483) about a Medicare review during open enrollment, lunch at the Senior Enrichment Center, medical rides and in-home help, and call Meals on Wheels of the Sandhills (910-704-9810) about delivered meals. If she is on Medicaid or needs a nursing home level of care, ask StayWell Senior Care (336-628-4200) whether PACE covers her ZIP code.
