Start with the single best piece of news about this county: your Area Agency on Aging is not in another city, and it does not hand you off halfway through. M4A serves Blount, Chilton, Shelby, St. Clair and Walker counties, and its office is at 209 Cloverdale Circle in Alabaster, inside this county. That matters more than the drive time. In several Alabama counties the aging network and the Medicaid long-term care network are two different organizations, and a family that calls the aging agency about a Medicaid waiver gets referred somewhere else and loses a week. Here, M4A's own published service list includes both sides: home-delivered meals, SHIP Medicare counseling, SenioRx, legal assistance, the Long-Term Care Ombudsman, Alabama Cares caregiver support and senior centers, and also the Medicaid Elderly and Disabled Waiver, which covers case management, homemaker services, personal care, respite, adult day health, adult companion services and home-delivered meals for people who would otherwise need a nursing facility. One phone number, 866-570-2998, opens both tracks. Very few counties can say that.

The second thing to understand is that Shelby County's help is administered from three different cities, and none of the three is obvious. Aging services run from Alabaster, inside the county. LIHEAP, the energy assistance program, is run by an agency headquartered in Clanton, in Chilton County, because the federal energy region groups Shelby with Autauga, Chilton and Elmore rather than with Birmingham. Weatherization is run from Montgomery, by a regional planning commission whose service area also reaches down to Russell and Macon counties. Meanwhile Medicaid eligibility, legal aid and the regional food bank all route north to Birmingham. So a Shelby County family can be sent toward the River Region for one thing and toward Jefferson County for the next, on the same afternoon, and neither routing is a mistake. Knowing which direction a given program points saves a lot of frustration.

The third pattern is a geographic one that shows up on tax bills and in search results. Parts of Hoover, Vestavia Hills and Birmingham extend across the county line into Shelby County, and Shelby County's own millage documentation lists all three as taxing municipalities here. That means a household can have a Birmingham mailing address and a 35242 ZIP code, sit inside a Jefferson County city government, and still be a Shelby County taxpayer who files exemptions in Columbiana. If you are not sure which county your parcel is actually in, ask before you drive anywhere. The Property Tax Commissioner's office at 205-670-6900 can settle it in one call.

And one warning specific to this county's name, because it will waste your time otherwise. There are Shelby Counties in several states, and at least two of them have well-optimized senior agencies. Shelby County Senior Services, at shelbyseniorservices.org, is in Shelbyville, Indiana, and runs a transit service called ShelbyGo. The Aging Commission of the Mid-South is the Area Agency on Aging and Disability for Fayette, Lauderdale, Shelby and Tipton counties in West Tennessee, and sits at 160 North Main Street in Memphis. Neither can enroll anyone in Alabama. If a phone number you found starts with 317 or 901, you are in the wrong Shelby County.

Three more numbers belong on the refrigerator. The Alabama Adult Abuse Hotline at 1-800-458-7214 takes reports of suspected abuse, neglect or exploitation of an elderly or disabled adult. The Long-Term Care Ombudsman, reached through M4A at 205-670-5770, is who you call about a nursing home or assisted living facility rather than that facility's own management, and the program is available to anyone, including residents, their friends or family, or employees of the facility. And Shelby County publishes a Senior Talk Line at 205-328-8255, described as a free telephone reassurance service for senior citizens, their caregivers, retirees and widowed persons, whose counselors call clients at least three times a week and often daily, with additional questions going to Ana Sullivan at 205-458-8987.

Property tax relief (apply with the Shelby County Property Tax Commissioner, 205-670-6900)

Get the office title right first, because Alabama does not use one name for this job. Some counties have a Revenue Commissioner. Some have a Tax Assessor. The Alabama Department of Revenue's official county office list shows Shelby County with a Property Tax Commissioner, currently Jacob Tidmore, at the Shelby County Property Tax Office, 102 Depot Street, Columbiana, AL 35051, phone 205-670-6900, fax 205-670-6915, mailing address P.O. Box 1269, Columbiana, AL 35051. That is where exemptions are claimed. Asking a neighboring county's office, or a title company, will get you a confidently wrong answer.

What the county itself publishes. Shelby County's own explainer on how property tax is calculated defines a homestead exemption as a single-family owner-occupied dwelling and the land thereto, not exceeding 160 acres, and says the owner may be entitled to it if he or she owns a single-family residence and occupies it as their primary residence on the first day of the tax year for which they are applying. It then lists four exemptions in the county's own numbering:

  1. Any owner-occupant under 65 years of age is allowed homestead exemption on state taxes not to exceed $4,000 and on county taxes not to exceed $2,000 assessed value, both excluding all school and municipal taxes.
  2. Any owner-occupant over 65 years of age, having a joint net annual taxable income of $12,000 or less, is exempt from taxes on the principal residence. You must claim this exemption, and proof of age and income is required.
  3. Any owner-occupant who is retired due to 100 percent total and permanent disability whose joint federal taxable income is $12,000 or less receives a total exemption. You must claim it, and proof of disability and income is required.
  4. Any owner-occupant who is blind as defined in section 1-1-3 gets a homestead exemption not to exceed $5,000 of assessed value. You must claim it, and proof is required.

Then comes the sentence that quietly costs people money, in the county's own words: special exemptions, meaning numbers 2, 3 and 4 above, must be filed ANNUALLY with the Property Tax Commissioner. The basic under-65 homestead is not the one at risk. The senior exemption, the disability exemption and the blind exemption are. If a year goes by without a filing, the relief can come off the bill, and the first many families hear about it is when the bill arrives looking wrong.

The statewide tiers behind that, from the Alabama Department of Revenue. Alabama sorts homestead exemptions into four lettered categories, and the differences are worth real money:

  • H-1. Taxpayers under age 65 who are not disabled: $4,000 assessed value state and $2,000 assessed value county.
  • H-2. Taxpayers age 65 and older with an annual adjusted gross income of less than $12,000, or who are retired due to permanent and total disability regardless of age: exempt from all of the state portion, plus $5,000 of assessed value on the county portion.
  • H-3, age 65 and older. Taxpayers 65 and older with net taxable income of $12,000 or less on the combined federal income tax return: exempt from all ad valorem taxes. Not a discount. All of it.
  • H-3, disabled. A taxpayer who is permanently and totally disabled is exempt from all ad valorem taxes, and the Department of Revenue is explicit that there is no income limitation on this one.
  • H-4. Age 65 and older with income greater than $12,000 on the most recent Alabama income tax return: exempt from all of the state portion, plus the regular $2,000 county homestead exemption.

Read those against an actual tax return before you decide you do not qualify. The distance between H-4 and H-3 is the distance between a trim and a zero bill, and the deciding figure is net taxable income on the combined federal return, not gross income and not the size of a Social Security check. Take the return to Columbiana and let the office read it.

A newer statewide protection that helps whether or not you qualify for an age exemption. Under Act 2024-344, the Alabama Department of Revenue caps the annual increase in taxable assessed value for Class II and Class III real property, which includes owner-occupied residential property, at 7 percent. The base year was October 1, 2024, for tax collections beginning October 1, 2025, and the limitation continues through the fiscal year beginning October 1, 2027. When the cap applies, taxable assessed value is set at 1.07 times the prior year's taxable assessed value. The cap comes off when the property changes ownership, with exceptions for family transfers and transfers because of death, when the classification changes, or when significant improvements are added. In a county where values have moved as fast as Shelby's, this is worth understanding before you open the notice.

One honest caveat about millage rates. Shelby County's published tax-calculation document includes a municipal millage table, but that table is dated October 2012. The structure it shows is still useful, and it is where the fact that Hoover, Vestavia Hills and Birmingham are taxing municipalities inside Shelby County comes from. The numbers should not be relied on for a current estimate. Call 205-670-6900 and ask for the current millage for your address rather than working from that page.

What we are routing rather than stating. Several Alabama counties have added a local senior exemption by local act, on top of the state tiers, and those are county-specific by design. The Shelby County Property Tax Commissioner's exemption pages run inside a portal that will not render without JavaScript, so we could not read them directly this run and we are not going to guess at what they say. Food

Congregate meals at ten senior centers, with the meals provided by M4A and the buildings run by the cities. This is the structural quirk of food help in Shelby County. There is no single county-operated network of senior centers here. The centers belong to the municipalities, each with its own coordinator, while M4A provides the Elderly Nutrition Program that puts a weekday meal on the table. The City of Calera's page makes the arrangement visible: its senior center sits at 15863 Highway 25, in the M4A Building, open Monday through Friday 7:30 a.m. to 3:30 p.m.

Note the Heardmont Park center's address. It says Birmingham, AL 35242, and it is a Shelby County senior center. That is the mailing-address quirk in miniature.

Home-delivered meals, for people who cannot get to a center. Apply through M4A at 866-570-2998 or 205-670-5770. M4A describes the Elderly Nutrition Program as providing meals in a home setting where food is delivered directly to their home if they are homebound, and its published eligibility language is broader than most families assume: you do not have to be 60 years or older to be eligible, because spouses of participants and people with disabilities living with an eligible participant also qualify.

The regional food bank, and its senior-specific programs. The Community Food Bank of Central Alabama serves 12 counties, including Shelby, alongside Blount, Calhoun, Cherokee, Clay, Cleburne, Etowah, Jefferson, St. Clair, Talladega, Walker and Winston, supplying more than 230 partner agencies. Four of its programs are built specifically for older adults. CSFP, the Commodity Supplemental Food Program, improves the health of people with low incomes who are at least 60 years old by supplementing their diets with USDA foods. Senior Grocery Mobile Pantries are drive-through grocery distributions. Senior Client-Choice Pantry Distributions let seniors pick the foods that suit them. And Senior Grocery Home Delivery works with Amazon Community Delivery to bring boxes to the doorstep. Main line 205-942-8911, and the Find Food map at feedingal.org locates the nearest distribution.

SNAP, and the short form most seniors are never told about. Ask the Shelby County Department of Human Resources about the Alabama Elderly Simplified Application Project. The state agency describes it as the application process for households where all members are elderly, age 65 or older, and have no earned income. A great many websites repeat 60. The Alabama Department of Human Resources says 65, so ask by name rather than by age. The Shelby office is at 987 Highway 70, Columbiana, AL 35051, director Ahzshaka Johnson, with every line including Food Assistance at 205-669-3000, hours 8:00 a.m. until 4:30 p.m., fax 205-669-3095 or 205-669-3096, and a separate Food Stamp mailing address at P.O. If you would rather have someone sit with you through the form, the food bank's Benefits Enrollment Center at 1-877-833-2550 does exactly that and screens for other benefits at the same time.

Energy and utility help

LIHEAP for Shelby County is not run from Birmingham, and that surprises almost everyone. The federal energy assistance regions place Shelby with Autauga, Chilton and Elmore counties, which means the administering agency is Community Action Partnership of Middle Alabama, Inc., whose main office is 116 Chilton Place, Clanton, AL 35045, main line 205-258-5198.

You do not have to drive to Clanton. The agency staffs a Shelby County site at 56 Kelley Lane, Columbiana, AL 35051, phone 205-669-3836. Shelby County's own food resource guide lists the same operation at 54 Kelly Lane, Building B-03, with the same phone, so ask for the suite when you go.

The logistics matter more than usual here, because the hours are unusual. All of this agency's offices are open Monday through Thursday 8 a.m. to 4 p.m., closed Fridays, and closed for lunch from noon to 1 p.m. Appointments are booked by calling 205-287-0139 or online. Walk-ins are taken only from 1 to 2 p.m. each day, and no appointments are scheduled on Fridays. Showing up at 3 p.m. on a Thursday without an appointment does not work. Showing up at 1:15 p.m. does.

Eligibility. ADECA, the state agency that funds LIHEAP, states that household income must not exceed 150 percent of the federally established poverty level, and that ADECA itself neither schedules appointments nor processes applications, so the local agency is the only real door. LIHEAP covers both heating and cooling, which matters in an Alabama July as much as a January.

Project SHARE, which is specifically an older-adult program. Alabama Power runs Project SHARE in partnership with the Salvation Army, and it helps low-income Alabamians who are 60 and older or disabled pay winter energy bills, with summer help available for medical emergencies when funds allow. Apply at your local Salvation Army office or call 205-328-2420. In Shelby County the Salvation Army office is at 105 Plaza Circle, Alabaster, AL 35007, 205-663-6105, by appointment only.

Two smaller Alabama Power programs worth asking about by name. Customers receiving Supplemental Security Income (SSI) or Medicaid for Low Income Families may qualify for a discount that includes $14.50 toward the customer charge and exemption from certain state utility license tax fees. And the Alabama Business Charitable Trust Fund, the ABC Trust, supports energy assistance for low-income families and households facing temporary hardship, delivered through the same community action agencies. Neither is automatic. Both are worth naming when you call.

And for chronic bill trouble rather than a one-time crisis, Shelby Emergency Assistance at 205-665-1942 and Community Action Partnership at 205-669-3836 both handle utility help, and 2-1-1 will tell you which one currently has funds. Calling 211 first is not a detour here. It is the fastest way to avoid a wasted trip.

Medicare, Medicaid, prescriptions

Free, unbiased Medicare help, from an office inside the county. SHIP, Alabama's State Health Insurance Assistance Program, is delivered locally by M4A. The Alabama Department of Senior Services is direct about what SHIP is not: counselors and volunteers are not affiliated with any insurance company and will not attempt to sell insurance. They help you understand Medicare benefits and work out which Medicare prescription drug plan fits. Reach a counselor through M4A at 205-670-5770 or 866-570-2998, or the statewide 1-800-AGE-LINE (1-800-243-5463). M4A also runs the Senior Medicare Patrol for billing-fraud and scam questions.

Prescription help through SenioRx. The state describes SenioRx as a program that has helped thousands of Alabamians receive free or low-cost prescription medications from pharmaceutical companies. There are three doors in. Category A is age 55 or older, with a chronic medical condition, no prescription drug insurance or limited prescription drug insurance, and income within limits. Category B is any age with a disability. Category C is having Medicare and having reached the Part D coverage gap. What you get is a three-month supply, free or low cost, refillable as long as you remain eligible. Medicaid, and which office holds a Shelby County file. The Alabama Medicaid Birmingham District Office serves Jefferson, Shelby and St. Clair counties from Beacon Ridge Tower, Suite 300, 600 Beacon Parkway West, Birmingham, AL 35209, phone 866-371-4073, fax 877-814-8302.

Help paying Medicare premiums, which is the most-missed benefit on this page. Alabama Medicaid runs three Medicare Savings Programs. QMB, the Qualified Medicare Beneficiary program, pays the Medicare Part B premium, covers the Medicare deductible, and pays the Part A premium when certain conditions are met. SLMB, Specified Low Income Medicare Beneficiary, pays the Part B premium only. QI-1, Qualifying Individual, also pays the Part B premium only. You apply on Form 211, and you mail it to the district office serving your county, which for Shelby County is Birmingham. Income limits change every year, so rather than print a number that will be stale by spring, call 866-371-4073 and ask what this year's limits are for your household size. Paying a Part B premium you did not have to pay is a quiet, recurring loss, and this is a short form.

The long-term care track. The Medicaid Elderly and Disabled Waiver is the program that pays for care at home instead of a nursing facility, and it covers case management, homemaker services, personal care, respite care both skilled and unskilled, adult day health, adult companion services and home-delivered meals. In Shelby County it is administered by M4A, the same agency that handles Meals on Wheels and Medicare counseling. Call 866-570-2998. Ask, in the same call, what M4A can start immediately while a waiver application is pending, because Alabama Cares respite, homemaker and personal care, and home-delivered meals can often begin sooner than the waiver itself.

Home repair and safety

Be honest about what this county does and does not have. Shelby County is a CDBG entitlement jurisdiction, meaning it receives Community Development Block Grant money directly from HUD, and it operates as the Shelby Urban County with cooperation agreements covering Alabaster, Calera, Chelsea, Columbiana, Harpersville, Helena, Indian Springs Village, Montevallo, Pelham, Vincent, Westover, Wilsonville and Wilton, plus unincorporated areas. But the county's published CDBG pages describe recent projects in infrastructure and recreation rather than a standing senior home repair grant. We are not going to invent one. Start with the three routes that are verified instead.

Weatherization, which is free and is the biggest of the three. For Shelby County this runs through the Central Alabama Regional Planning and Development Commission, 430 South Court Street, Montgomery, AL 36104, weatherization coordinator Cade Gunnells, phone 334-262-4300, email cgunnells@carpdc.com. The state's rule is that the applicant's income must not exceed 200 percent of the federally established poverty level, which is a considerably wider door than LIHEAP's 150 percent. What it pays for is minor alterations to the home based on an assessment and energy audit conducted by trained professionals, chosen for the most cost-effective reduction in energy use, and health and safety checks are also performed. For an older homeowner in a 1970s house with an original HVAC system, that audit is worth having even if nothing else comes of it.

USDA Section 504, which is the one built for older rural homeowners. USDA Rural Development makes loans to very-low-income homeowners to repair, improve or modernize their homes, and grants to elderly very-low-income homeowners to remove health and safety hazards. To qualify for a grant you must be 62 or older. The maximum lifetime grant is $10,000, and the maximum combined loan and grant is $50,000. Grant funds may be used only for repairs and improvements that remove health and safety hazards, or to repair or remodel a dwelling to make it accessible and usable for a household member with a disability. Whether a specific Shelby County address counts as rural is a question with a real answer, and it varies street by street in a county this suburban at the north end and this rural at the south. Home modifications through the aging network, which most families never think to ask about. Two M4A programs pay for physical changes to a house. The Medicaid Elderly and Disabled Waiver covers assistive technology and supports for staying at home. And the PANDA project, for households living with Alzheimer's or another dementia, explicitly includes home modifications and supplemental supplies among its six services, at no cost to the consumer. And the free safety program that belongs in this section as much as the caregiver one. Project Lifesaver bracelets from the Shelby County Sheriff's Office cost the family nothing, because the Sheriff covers the program. Details are below under caregiver support.

Rent, housing, emergency cash

Four public housing authorities operate inside Shelby County, per HUD's own contact listing, and they are small-town authorities rather than one big county agency, so waiting lists open and close independently:

The authority's own site gives its address as 99 Eagle Lane, Columbiana, AL 35051, mailing P.O. Box 498, with hours Monday through Thursday 7:00 a.m. to 5:00 p.m., closed Friday, and states that it provides housing to eligible low-income families, the elderly and persons with disabilities. As published, its Section 8 waiting list is closed while the Project-Based Voucher program is accepting applications. Both statuses change, so call.

Emergency cash and crisis help, which in this county has a clear first call. Shelby Emergency Assistance, at 160 Shoshone Drive, Montevallo, AL 35115, 205-665-1942, office@shelbyemergencyassistance.com, provides crisis assistance with basic needs to stabilize a situation: food, utilities, rent or mortgage, medical and dental benefits, medication, and transportation. That combination in one agency is unusual and it is why the county's own Community Services department names SEA as its emergency assistance partner.

Second and third calls. Community Action Partnership of Middle Alabama at 205-669-3836 handles emergency assistance alongside LIHEAP, Monday through Thursday, 8 a.m. to 4:30 p.m., closed noon to 1. The Salvation Army at 105 Plaza Circle, Alabaster, 205-663-6105 assists with food, utilities, rent and prescriptions by appointment only. And 2-1-1 or 1-888-421-1266, free and 24/7, is the fastest way to learn which of the three currently has money in the account, which changes month to month.

Veterans, who have a county office that is easy to miss. The Shelby County Veterans Service Office is staffed by service officer John D. Jones at 202 West College Street, Columbiana, AL 35051, phone 205-669-3835, open Monday through Friday 8:00 a.m. to 3:30 p.m. Note the 3:30 closing rather than 4:30. The Alabama Department of Veterans Affairs operates these offices in 62 counties, and their function is to help veterans, dependents and survivors file and process claims for federal and state benefits. For a surviving spouse who has never filed, this office is free and it is three blocks from the courthouse. Transportation

ClasTran is the answer in this county, and the rural rule is the part worth reading twice. ClasTran provides curb-to-curb demand-response service in Jefferson and Shelby counties. Eligibility splits by where you live:

  • In the urban areas of Jefferson and Shelby counties, you must either be 60 years of age or older OR have a disability to qualify for service.
  • In the rural areas of Jefferson and Shelby counties, anyone may qualify for service regardless of age or disability.

Given how much of southern and eastern Shelby County is rural, that second rule reaches a lot of households that assume they are not eligible for anything.

The practical details. The fare is $4.00 one way. Service runs Monday through Friday, 7:00 a.m. to 5:00 p.m., and you must reach your final destination by 5:00. Reservations can be made a maximum of 14 days in advance, and reservations for next-day service must be made by 11:00 a.m. To cancel, call 205-325-8787 at least two hours before pickup. The vehicle may arrive from 15 minutes before to 15 minutes after your scheduled time, so be ready early. A rider may travel with one companion for the same fare, and a personal care attendant rides without charge when accompanying the eligible rider between the same origin and destination. Excessive cancellations or three no-shows in three months may result in a 30-day suspension. On holidays, only dialysis trips are provided, and none at all on Thanksgiving or Christmas.

Start that paperwork before you need the ride, not the week of the appointment.

One thing not to count on. The Birmingham-area fixed-route bus system and its reduced senior fare operate in Birmingham and Jefferson County, not in Shelby County. If you have read about a discounted city bus pass starting at 62, that is a Jefferson County benefit and it does not follow you across the county line. In Shelby County, ClasTran is the age-based option.

Legal help

Start with the aging network, because the first hour is free and it is aimed at exactly these problems. M4A's Legal Assistance Program provides no-cost legal assistance in non-fee-generating cases as well as non-criminal matters for people 60 years or older. What it covers is a good list of what actually goes wrong in later life: access to public benefits including Social Security, Medicaid, Medicare, veterans benefits and unemployment compensation; drafting advance directives and designating surrogate decision-makers; guardianship; housing access and foreclosure or eviction proceedings; long-term care financing and financial solvency; ensuring elder rights protections transfer from long-term care facilities to the home; and helping those who have experienced elder abuse, including consumer fraud and financial exploitation. Then Legal Services Alabama, which has an income test but also a door around it. LSA's Birmingham office serves Shelby County along with Blount, Calhoun, Cherokee, Chilton, Clay, Cleburne, Coosa, DeKalb, Etowah, Jefferson, Randolph, St. Clair, Talladega and Walker counties, from 1820 Seventh Avenue North, Suite 200, Birmingham, AL 35203, local 205-328-3540, toll-free 1-800-819-7685. Statewide intake is 1-866-456-4995 in English and 1-888-835-3505 en Español, call center hours Monday through Friday 8:30 a.m. to 4:30 p.m. LSA screens household income, but it also states that it has special grants that are not income-based, such as elder grants to assist clients 60 and over. If you were turned away on income before you turned 60, that sentence is worth quoting back to them. The office handles civil cases only, in consumer law, debt and bankruptcy, elder law, family and juvenile law, foreclosure, housing and public benefits.

And the two protective lines. The Alabama Adult Abuse Hotline is 1-800-458-7214, run by the Adult Protective Services Division of the Alabama Department of Human Resources, whose mission is to protect elderly and disabled adults from abuse, neglect and exploitation. For a problem inside a facility rather than a home, the Long-Term Care Ombudsman through M4A at 205-670-5770 investigates and resolves complaints on behalf of residents, visits each facility to evaluate conditions, and acts as a mediator between residents, family members and facility staff. The ombudsman program is available to anyone, including residents, their friends or family, or employees of long-term care facilities.

Caregiver support

Project Lifesaver here is free, and that is not true in most Alabama counties. The Shelby County Sheriff's Office has participated in Project Lifesaver since 2005. The program uses a wrist-worn radio transmitter that trained deputies can track when someone with Alzheimer's, dementia, autism or another condition that causes wandering goes missing. The signal is only tracked when a person is reported missing, not continuously. Sheriff John Samaniego has chosen to cover all costs for this program so that any Shelby County resident needing this service can freely and voluntarily participate. The requirements are three: the participant cannot operate a motor vehicle, must have 24/7 supervision and cannot live alone, and a deputy must be allowed monthly home access to change the device battery. This is worth stating clearly because the statewide charity that supplies these bracelets elsewhere in central Alabama partners specifically with the Jefferson County Sheriff's Department, and its own guidance tells families outside Jefferson County to reach out to your local Sheriff's Department to see whether they offer Project Lifesaver bracelets in your area. In Shelby County, the answer is yes, and the price is zero.

PANDA, the dementia program that comes to the house. M4A administers the PANDA project, Providing Alzheimer's N' Dementia Assistance, funded by the federal Administration for Community Living and the Alabama Department of Senior Services, which provides supportive services for people living with dementia and their caregivers at no cost to the consumer. It uses a person and family-centered approach and delivers six things: one-on-one caregiver training, caregiver intervention, home modifications, supplemental supplies, training and education, and self-care counseling. Its community education arm also runs first responder dementia-friendly training and elder justice advocacy sessions. Contact 205-670-5770 or panda@m4a.org.

Alabama Cares, for caregivers generally. M4A describes it as a caregiver support program providing supportive services for unpaid caregivers providing at least 20 hours of service per week, offering information and referral, case management, counseling, training, and respite care in-home, out-of-home day, and overnight, plus supplemental services such as home modifications and assistive technology. Eligibility reaches further than most people expect. It covers caregivers of individuals aged 60 and older, of people of any age with a dementia diagnosis, of adults aged 19 to 59 with severe disabilities where the caregiver is 55 or older, and of older relatives, not parents, aged 55 and older who are informally raising children under 18. Call 866-570-2998.

Alzheimer's of Central Alabama, whose help is statewide. Its adult day care scholarships pay up to $300 per month, and eligibility requires only that the person with dementia reside in Alabama, have a dementing illness, and reside at home and have a caregiver. Awards run one year with the possibility of renewal, and on average forty to fifty are awarded each year. The same organization ships continence products and nutritional supplements to the home. A day-care scholarship is the fastest route to actual hours away from the house, which is usually what a worn-out caregiver needs before anything else.

Alabama Lifespan Respite, with a timing warning. The statewide respite reimbursement program was, as of this writing, not accepting applications, with its own page stating: applications are closed at this time and please check back in October. When it reopens, note its restrictions before you apply: you cannot currently be receiving respite services through any other program, including Medicaid Home and Community Based Services waivers, only one caregiver per household is eligible, the respite provider must be at least 18 and live outside the care recipient's home, and reimbursement will be issued to the caregiver within 30 days. Contact 256-859-8300 or al.respite@ucphuntsville.org. If you are already on the Medicaid waiver, use the waiver's respite through M4A rather than waiting for this one.

PACE

There is no PACE program serving Shelby County, and it is worth saying plainly so you stop looking.

PACE, the Program of All-Inclusive Care for the Elderly, bundles primary care, hospital care, specialty services, prescriptions, dentistry, nursing home care, personal care, physical therapy, adult day care, nutritional counseling, lab and x-ray, social services and transportation for people who need nursing-home-level care but want to stay at home. It is excellent where it exists. Alabama Medicaid's own PACE fact sheet lists eligibility, and one line settles the question for this county: an applicant must live in service area (currently Mobile and Baldwin counties). Those are on the Gulf Coast, at the opposite end of the state. The fact sheet also notes enrollment is capped at up to 185 enrollees per program.

What to ask for instead. The nearest equivalent available in Shelby County is the Medicaid Elderly and Disabled Waiver, and the good news is the phone number is one you already have. M4A administers the E&D waiver here, so 866-570-2998 reaches the waiver, the Meals on Wheels intake, the SHIP counselor and the caregiver program in a single call. Start there, then ask the Alabama Medicaid Birmingham District Office at 866-371-4073 about eligibility paperwork. Dad is 78, has owned the same house outside Columbiana since 1985, and lives on Social Security and a small pension. What is he actually entitled to? Possibly a zero property tax bill. Shelby County's own published guidance says any owner-occupant over 65 with a joint net annual taxable income of $12,000 or less is exempt from taxes on the principal residence, and the Alabama Department of Revenue's H-3 category says the same thing in state terms: 65 or older with net taxable income of $12,000 or less on the combined federal return is exempt from all ad valorem taxes. The deciding figure is net taxable income on the return, not gross and not the Social Security deposit, so bring the return to the Property Tax Commissioner at 102 Depot Street, Columbiana, 205-670-6900 and let them read it. Then put a reminder on the calendar, because the county states that special exemptions must be filed annually.

Mom's power bill is past due and she is 82 on a fixed income. Who actually helps? Make two calls rather than one. First, 205-287-0139 to book a LIHEAP appointment with Community Action Partnership of Middle Alabama, and go to their Shelby County site at 56 Kelley Lane in Columbiana, 205-669-3836. Remember the hours: Monday through Thursday only, closed noon to 1, and walk-ins accepted only between 1 and 2 p.m. Second, because she is over 60, ask about Project SHARE through the Salvation Army at 105 Plaza Circle, Alabaster, 205-663-6105, or Alabama Power at 205-328-2420. If both are out of funds this month, Shelby Emergency Assistance at 205-665-1942 handles utilities too, and 2-1-1 will tell you who currently has money.

My mother stopped driving. She is 76 and lives near Wilsonville. How does she get to the doctor? ClasTran, at 205-325-8787. At 76 she qualifies anywhere in the county, and if she is in a rural part of Shelby County the age test does not even apply, since ClasTran states that in rural areas anyone may qualify for service regardless of age or disability. The fare is $4.00 one way, service runs 7 a.m. to 5 p.m. weekdays, next-day trips must be booked by 11 a.m., and a companion rides for the same fare while a personal care attendant rides free. Start the certification now and allow ten days, because you do not want to be doing paperwork the week of a cardiology appointment.

My husband has dementia and I have not slept properly in months. What is in Shelby County? Three calls, in this order. 205-670-5770 and ask for PANDA, which sends help into the home for caregiver training, home modifications and self-care counseling at no cost. 205-871-7970, Alzheimer's of Central Alabama, about an adult day care scholarship of up to $300 per month, which is the fastest route to real hours off. We are looking at a nursing home for my mother and cannot afford it. Is there an alternative? Yes, and it is not PACE, because PACE does not operate anywhere near this county. Ask about the Medicaid Elderly and Disabled Waiver, which covers case management, homemaker services, personal care, respite, adult day health, companion services and home-delivered meals for people who would otherwise need a nursing facility. In Shelby County that waiver is run by M4A at 866-570-2998, the same agency that handles meals and Medicare counseling. Then call the Alabama Medicaid Birmingham District Office at 866-371-4073, which serves Jefferson, Shelby and St. Clair counties.

Mom is 72 and I think she qualifies for food stamps, but she will not sit through an interview. She may not have to, but check her age against the right rule. Alabama's Elderly Simplified Application Project is a short form for households where all members are age 65 or older and have no earned income. At 72 with no wages, she likely fits. Ask for it by name at the Shelby County DHR office, 987 Highway 70, Columbiana, 205-669-3000. My father is in a nursing home in Pelham and something is wrong. Can I complain without him facing retaliation? Call the Long-Term Care Ombudsman through M4A at 205-670-5770. The ombudsman investigates and resolves complaints on behalf of residents, visits facilities to evaluate conditions, and mediates between residents, families and staff. M4A states the program is available to anyone, including residents, their friends or family, or employees of the facility, so you do not need his permission to raise a concern. I keep finding a "Shelby County Senior Services" with a transit program, but the phone number looks wrong. It probably is. Shelby County Senior Services at shelbyseniorservices.org is at 2120 Intelliplex Drive in Shelbyville, Indiana, phone 317-398-0127, and its ShelbyGo transit serves Indiana. The Aging Commission of the Mid-South, at 160 North Main Street in Memphis, is the Area Agency on Aging for Shelby County, Tennessee. For Shelby County, Alabama, the agency you want is M4A in Alabaster at 205-670-5770, and the county government is at 200 West College Street, Columbiana.

My mother's mailing address says Birmingham and her city is Hoover, but someone told me she is in Shelby County. Which is it? Both can be true at once, and this is one of the most common sources of confusion here. Shelby County's own tax documentation lists Hoover, Vestavia Hills and Birmingham among the municipalities that levy taxes inside Shelby County, and the county's own Mary Ellen Estes Senior Community Center carries a Birmingham 35242 address while being a Shelby County senior center. A mailing address is a postal convenience, not a jurisdiction.
