Free Medicare counseling (Idaho SHIBA)

Idaho's State Health Insurance Assistance Program is called SHIBA (Senior Health Insurance Benefits Advisors), run by the Idaho Department of Insurance. SHIBA provides free, unbiased, and confidential help to people with Medicare and their families. Counselors help with Medicare plan comparisons, enrollment, Medigap (Medicare supplement) questions, prescription drug plans, Medicare Savings Programs, and appeals. They can meet in person, by phone, or answer questions by email.

Medicaid in Idaho

Idaho Medicaid is administered by the Idaho Department of Health and Welfare (DHW). Seniors and adults with disabilities may qualify for standard Medicaid and for the Aged and Disabled (A&D) Waiver, which helps qualifying adults receive personal care, homemaker services, and other in-home supports as an alternative to nursing facility placement. Because the A&D Waiver is not an entitlement program, there may be a waiting list.

Prescription help

Idaho does not operate a dedicated State Pharmaceutical Assistance Program (SPAP) for seniors separate from Medicaid. Options available:

Medicare Extra Help (Low Income Subsidy): a federal program that substantially reduces Part D prescription drug costs for qualifying low-income Medicare beneficiaries. Apply through Social Security at 1-800-772-1213 or ssa.gov.

BenefitsCheckUp.org: screens for pharmaceutical manufacturer patient assistance programs and additional savings.

Energy and utility help

Idaho's Low Income Home Energy Assistance Program (LIHEAP) helps eligible low-income households, particularly those with elderly or disabled members, offset winter home heating costs. LIHEAP is delivered through local Community Action Partnership / Community Action Agencies that serve every county in Idaho.

Application timing: households with elderly or disabled members can begin applying in October. Seasonal assistance generally runs November 1 to March 31. Crisis assistance is available year-round as funding allows for households facing disconnection.

Benefit range for the 2025-2026 season: minimum $122, maximum $1,285.

How to apply: through your local Community Action Agency, or start through the Idaho Department of Health and Welfare heating assistance page at healthandwelfare.idaho.gov. The Idaho Commission on Aging also lists LIHEAP partners at aging.idaho.gov. Call 211 if you are unsure which agency serves your county.

Property tax relief (Idaho)

Idaho Property Tax Reduction Program (commonly called the Circuit Breaker): reduces property taxes on an eligible homeowner's primary residence by an amount between $250 and $1,500, depending on income. Lower income qualifies for a larger reduction.

Eligibility: you must be 65 or older (or blind, widowed, disabled, a former prisoner of war/hostage, or a fatherless/motherless child under 18). You must own and occupy the home as your primary residence and have the homeowner's exemption. For the 2026 program, your total 2025 income, after deducting allowable medical expenses, must be $39,130 or less.

Deadline: apply between January 1 and April 15, 2026, for relief on 2026 property taxes. You must re-apply and re-qualify every year. Apply through your county assessor's office.

Note: Idaho also offers a Property Tax Deferral program (which lets qualifying owners postpone taxes, to be repaid later, and places a lien on the home) and a separate Veterans Property Tax Reduction. Ask your county assessor which programs you may combine, and understand the deferral lien before you sign.

Food, in-home help, caregiver, transportation, and legal help

The Idaho Commission on Aging (ICOA) is the lead state agency for older Idahoans. It works through six Area Agencies on Aging (AAAs) that deliver local services.

Key services available through the AAA network:

  • Congregate meals at senior centers and home-delivered meals (Meals on Wheels). Congregate meals typically carry a suggested donation of a few dollars for those 60+, and no one is turned away for inability to pay.
  • Non-medical transportation to appointments, grocery stores, and errands
  • In-home services, homemaker, and personal care help
  • Family caregiver support
  • Long-term care ombudsman services for residents of nursing and assisted living facilities
