If you're caring for an aging parent in Monroe, Indian Trail, Waxhaw, or anywhere in Union County, there's more help out there than most families ever hear about. Here it is in plain English, grouped by what you'd actually go looking for. It's part of our growing Senior Help Directory.
Three local front doors open most of these:
- NC 211: dial 2-1-1. Free, 24/7. Routes you to rent, utility, food, and medical help.
- Union County Senior Nutrition: 704-283-3712. The county's aging front door (run by Community Support & Outreach), with meals and aging referrals.
- Union County DSS: 704-296-4300. Medicaid, food benefits, and adult services.
Property tax relief
North Carolina's senior tax programs are administered by the Union County Tax Administration, Assessment Division (500 N. Main Street, Suite 236, Monroe; 704-283-3746), which handles exemptions and exclusions. The application period is January 1 to June 1, and after a county revaluation, watch your mail for relief deadlines. For registered motor vehicle tax questions, the Tax Collector's office is 704-283-3848.
- Homestead Exclusion: greater of $25,000 or 50% off taxable value. Income limit $38,800 for the 2026 tax year. Age 65+ or totally and permanently disabled as of January 1.
- Circuit Breaker: caps tax at 4% of income (up to $38,800) or 5% (up to $58,200). CAUTION: it's a deferral, not forgiveness. The unpaid difference for the current and three prior years becomes a lien with interest, due when the home is sold or the owner passes. It requires a new application every year, and you cannot combine it with the Homestead or Disabled Veteran Exclusion. Understand it before you sign.
- Disabled Veteran Exclusion: $45,000 off, no income limit, no age requirement. An unmarried surviving spouse may also qualify.
All three use Form AV-9, available from the tax office (disabled applicants under 65 also need Form AV-9A completed by a physician). If you missed the June 1 deadline, call and ask: late applications can sometimes be accepted for good cause. Food
- Union County Senior Nutrition (run by the county Community Support & Outreach division) delivers five healthy meals a week to homebound seniors 60 and older who cannot leave home unassisted and have no one to prepare meals for them. No cost, no income limit. It also runs group lunch sites Monday to Friday in Indian Trail, Mineral Springs, Wingate, and Monroe (the Bazemore Active Adult Center, 500 W. Jefferson St.). 704-283-3712 or 704-292-2567 (2330 Concord Avenue, Monroe). Free rides to the dining sites can be arranged through Union County Transportation at 704-292-2511.
- Loaves and Fishes of Union County is a volunteer food pantry that gives a week of groceries free to Union County residents in crisis, up to three times in a 12-month period. 704-960-1486 (116 South Church Street, Monroe; open Wednesday, Thursday, and Saturday 10 a.m. to noon).
- Second Harvest Food Bank of Metrolina supplies a network of partner pantries across a 14-county region that includes Union. 704-376-1785 or dial 211.
- SNAP (food stamps) through Union County DSS is income-based, so working families qualify too. Apply at epass.nc.gov or 704-296-4300.
Heating, cooling, and utility bills
- LIEAP (a one-time heating payment) and the year-round Crisis Intervention Program (CIP) for a heating or cooling emergency, through Union County Community Support & Outreach (Human Services Agency, 2330 Concord Avenue, Monroe). Apply at epass.nc.gov, email crisis@unioncountync.gov, or call the county at 704-283-3500. Households with a member 60+ or a disabled member get priority to apply December 1 to 31.
- Union County Crisis Assistance Ministry helps prevent evictions and utility shutoffs in Union and Anson Counties with emergency financial aid sent directly to the utility company or landlord. Crisis line 704-225-0440.
- Duke Energy and Union Power Cooperative offer customer assistance for past-due accounts; ask them directly or let 211 connect you.
Medicare, Medicaid, and prescriptions
- SHIIP free, unbiased Medicare counseling from the NC Department of Insurance: 1-855-408-1212. The Centralina Area Agency on Aging (704-372-2416) can also connect you with a local SHIIP counselor. Start here before any Medicare decision.
- Medicare Savings Programs and Extra Help / Low-Income Subsidy: apply through Union County DSS or ask SHIIP.
- NC MedAssist Free Pharmacy for uninsured NC residents under the income limit: 1-866-331-1348.
Home repairs and safety
- Blue Ridge Community Action (BRCA) runs the Weatherization Assistance Program for Union County: free energy-efficiency work (insulation, air sealing, heating and cooling repair or replacement, and minor health-and-safety repairs) for income-eligible households at or below 200% of the federal poverty guidelines. The elderly, people with disabilities, and families with children are served first; homeowners and renters can qualify. 828-438-6255 (800 North Green Street, Morganton) or dial 211.
- USDA Section 504 grants up to $10,000 for very-low-income homeowners 62+ in eligible rural areas, through USDA Rural Development.
- Union County Community Development Block Grant (CDBG): the county can fund housing-related help; ask at 704-283-3500 or dial 211 about current housing rehabilitation or accessibility programs.
Rent, housing, and emergency cash
- Union County Crisis Assistance Ministry is the county's main crisis ministry for stopping evictions and utility cutoffs (Union and Anson Counties), sending payment directly to the landlord or utility. Crisis line 704-225-0440.
- NC 211 is the fastest route to other temporary rent and utility help.
- Union County DSS administers emergency and adult services. 704-296-4300 (after-hours adult emergencies 704-289-1591).
Transportation
- Union County Transportation provides scheduled rides for residents 16 and older, including seniors, to medical appointments and other destinations, Monday to Friday 6 a.m. to 6 p.m. Reserve at least 48 business hours ahead. Call 704-292-2511, option 2 to schedule a ride, or option 3 for a registration application. Cost is low and is often covered by grant or county funds.
- Residents with full Medicaid and no other way to travel may qualify for free non-emergency medical transportation; ask DSS at 704-296-4300.
Legal help
- NC Legal Aid Senior Legal Helpline: free civil legal help for anyone 60+, no income limit (powers of attorney, wills, Medicaid and benefits, housing, scams). 1-877-579-7562, Monday to Friday 9 to 11 a.m. and 1 to 3 p.m.
- Centralina Area Agency on Aging (the regional aging agency for Union, Region F): free options counseling, benefits help, and the Long-Term Care Ombudsman for nursing-home and assisted-living complaints. 704-372-2416 or toll-free 1-800-508-5777.
- Legal Aid of North Carolina general intake for lower-income residents under 60: 1-866-219-5262.
Caregiver support
- Council on Aging in Union County (a local nonprofit) runs the Family Caregiver Support Program: respite, a caregiver support group, education, and referrals, plus In-Home Aide respite services (an aide can sit with a loved one, shop for groceries, or pick up prescriptions). Family Caregiver Support Specialist 704-292-1797 (1401 Skyway Drive, Monroe; Monday to Friday 8:30 a.m. to 4:30 p.m.).

Staying at home instead of a nursing home
- Senior Total Life Care (formerly PACE of the Southern Piedmont), the Charlotte PACE program, serves Union County. PACE coordinates a senior's entire medical care, primary care, a day center, therapy, personal care, prescriptions, and transportation, so someone who would otherwise qualify for a nursing home can keep living at home. For adults 55+ at a nursing-home level of care who live in the service area (Mecklenburg, Cabarrus, Union, and a portion of Stanly); most participants pay nothing through Medicare and Medicaid. 704-887-3840 (6133 The Plaza, Charlotte).
How to use this list
