One note before you start: this page is about Henderson County in the mountains, with its seat in Hendersonville. The city of Henderson, NC is in Vance County, on the other side of the state, and its offices will not help a Hendersonville parent.

If you only make one call from this page, make it Mountain Aging Partners. If you have an old flyer for the Council on Aging for Henderson County, it is the same place under a new name: the Council on Aging and MountainCare joined forces in 2025 and became Mountain Aging Partners (MAP), and the old coahc.org address now forwards to its site. MAP runs Meals on Wheels, community dining, the Henderson Adult Day program, caregiver support, Medicare signup help and a summer Heat Relief program. Social Services is the benefits office. Medicaid, Food and Nutrition Services, energy assistance, Special Assistance, Medicaid transportation and Adult Protective Services all run out of 1200 Spartanburg Highway, Suite 300, Monday to Friday, 8 a.m. to 4:30 p.m. Main line 828-697-5500. Applications can also go by email to ESinfo@HendersonCountyNC.gov or by fax to 828-697-4976.

Land of Sky is the regional layer. The Land of Sky Area Agency on Aging plans and funds aging services for Buncombe, Henderson, Madison and Transylvania counties. It runs the Family Caregiver Support Program, Project C.A.R.E. for dementia caregivers, and the Long-Term Care Ombudsman (all below).

Senior programs, not a senior center. The state's senior center directory lists no state-funded senior center in Henderson County. What the county has instead:

  • Henderson County Parks and Recreation runs senior programs and activities for people 50 and older, mostly at Jackson Park. Office: 708 South Grove Street, Hendersonville, 828-697-4884.
  • Community dining through MAP and the Mills River Life Enrichment Center (see Food).

Property tax relief (apply with the Henderson County Assessor, 828-697-4870)

The office. Senior and disability relief is handled by the Henderson County Assessor, part of the county Tax Department, in the Henderson County Courthouse, 200 North Grove Street, Suite 102, Hendersonville, NC 28792. Main line 828-697-4870, fax 828-697-4578, email taxdept@hendersoncountync.gov, Monday to Friday, 8:30 a.m. to 5 p.m. The county's relief program pages also give 828-698-3005 "for additional program details." The state's official list of county assessors (revised September 23, 2026) gives the same Assessor's phone, fax and address. Forms can be sent to that address, by fax or by email.

Paying, not applying? That is a different office: the Tax Collector, 200 North Grove Street, Suite 66 (ground floor), 828-697-5595.

The three programs. All three are set by the state and filed on the state's Form AV-9 with the Assessor. Do not send it to the NC Department of Revenue. The county's copy of the 2026 form asks for the total income of both spouses, including tax-exempt Social Security and interest, and a copy of the first two pages and Schedule 1 of last year's federal return if you filed one.

  • Elderly or Disabled Exclusion. Takes the greater of $25,000 or 50 percent off the taxable value of your home. You must be 65 or older or totally and permanently disabled, your name must be on the deed as of January 1, and income from all sources for you and your spouse must be within the limit: $38,800 for 2026, $39,900 for 2027. Once you are approved, you do not need to apply again unless you change your permanent residence, receive a Compliance Review form, or your income changes. If anything changes, the county says you must notify the Assessor before June 1 or face possible penalties and interest. For disability, a North Carolina licensed physician completes Form AV-9A.
  • Circuit Breaker Tax Deferment. Limits the tax to 4 or 5 percent of income for incomes up to $58,200 for 2026 or $59,850 for 2027. This is a deferral, not forgiveness. The county says that when a disqualifying event happens, the last three years of deferred taxes become due, with interest. And it needs a new application, with proof of income, every year. Understand that before your parent signs, especially if the plan is to sell the house or leave it to family.
  • Disabled Veteran Exclusion. Takes the first $45,000 of assessed value off the home of an honorably discharged veteran with a 100 percent total and permanent service-connected disability, or an unmarried surviving spouse. No age or income limit. File Form AV-9 and Form NCDVA-9, and the NCDVA-9 must first be completed by a Veterans Service Officer (below). Once approved, no reapplication unless you move or get a Compliance Review form.

Deadline. Applications are due by June 1.

The 2027 reappraisal is coming. Henderson County reappraises real property every four years. The last reappraisal was 2023, and the next takes effect January 1, 2027. The county's schedule:

  • Around February 1, 2027: notices of the new assessed value are mailed.
  • January 1 to April 14, 2027: owners can file an informal appeal.
  • By June 30, 2027: the commissioners set the tax rate for FY2027-2028.

The county's reappraisal pages do not say how a reappraisal affects relief that is already approved, so call the Assessor at 828-697-4870 to confirm your parent's status once the notice arrives. If a parent's income is under the 2027 limit and they are not yet on the exclusion, June 1, 2027 is the date to circle.

Rates and this year's bill. The county rate on 2026 tax bills is 47.4 cents per $100 of value, up from 43.1 cents. Inside Hendersonville the city adds 52 cents; fire districts add their own rate elsewhere. Bills are mailed in August and due September 1, and the county says you have until the following January 5 to pay without interest. The county encourages installments, accepts prepayments from January to July, and says that in most cases taxpayers can get a payment plan: call Collections at 828-697-5595.

Two protections worth ten minutes.

  • The Register of Deeds offers a fraud detection sign-up that emails you when a document is recorded that matches your name. Find the "Fraud Detection Sign-Up" link on the Register of Deeds page at hendersoncountync.gov/rd, or call 828-697-4901. The office is at 200 North Grove Street, Suite 129, Monday to Friday 9 a.m. to 5 p.m.
  • The Register of Deeds also records a veteran's DD-214 free, and public access to it is restricted for at least 80 years. A recorded DD-214 is much easier to find years later when a family is sorting out benefits.

Food

Meals on Wheels. Mountain Aging Partners is the Meals on Wheels provider. Homebound MAP participants who are at least 60 and have limited ability to get or prepare food can receive up to five meals a week, with priority to those with the greatest need. Call 828-692-4203. MAP does not publish a fee or a waitlist, so ask both when you call.

Community dining at 60. MAP's community dining site is First United Methodist Church of Hendersonville, 204 6th Avenue West, Monday to Friday, 10 a.m. to noon, with lunch served around 11. Pre-registration is required: call MAP at 828-692-4203. Land of Sky says the meals are for people 60 and older and their spouses of any age.

Mills River Life Enrichment Center. A Thursday program at 10 a.m. at 137 Old Turnpike Road, Mills River; lunch needs a reservation. 828-808-5581.

Shelf-stable food. MAP also offers shelf-stable food for pickup Tuesday to Thursday, 1 to 4 p.m., and asks people who cannot travel to call about delivery.

Interfaith Assistance Ministry (IAM). 310 Freeman Street, Hendersonville, 828-697-7029. Food assistance is available once every two weeks, and you do not need to prove Henderson County residency or income for food. Hours: Monday, Tuesday and Thursday 9 a.m. to 4 p.m.; Wednesday and Friday 9 a.m. to 12:30 p.m.

The regional food bank. MANNA FoodBank serves 16 Western North Carolina counties, including Henderson, from 99 Broadpointe Drive, Mills River. Its Food Helpline, 828-290-9749, Monday to Friday 9 a.m. to 4 p.m., helps you find a pantry near your parent.

Food and Nutrition Services (SNAP). Apply online at epass.nc.gov, by phone at 828-697-5500, by email, by fax to 828-697-4976, or in person at 1200 Spartanburg Highway.

Energy and utility help

Low Income Energy Assistance (LIEAP). A once-a-year payment toward heating. Households with someone 60 or older, or a disabled person getting services through the NC Division of Aging and Adult Services, can sign up in December; everyone else applies January 1 to March 31 or until the money runs out. Henderson County opened its December priority list on December 10 last season and has not posted this year's date yet, so call 828-697-5500 in late November.

Crisis Intervention Program (CIP). For utility bills, disconnect notices and other heating and cooling emergencies. Henderson County says help is limited to $600 per household per fiscal year, and household income must be at or below 150 percent of the poverty level. Apply on ePASS, by email, by phone at 828-697-5500, or by fax to 828-697-4976.

Interfaith Assistance Ministry. IAM gives limited financial help to eligible Henderson County households with rent or mortgage, electricity, water or gas, heating oil, prescriptions and gasoline, generally once every 12 months for utilities, housing or fuel. It prioritizes older adults, people with disabilities, families with children and households with medical needs. It completes only four financial interviews per service day, so arrive between 9 and 11 a.m. For a Duke Energy bill, bring the disconnection notice and come at least two days before the cutoff date (IAM suggests about 10 days). Bring a photo ID, proof of income, a two-month household budget and proof of Henderson County residency. IAM cannot help with portable fuel tanks. 828-697-7029.

Too hot, not just too cold. MAP's Heat Relief program provides fans and air conditioners to people 60 or older or disabled; an air conditioner needs a health provider's statement of need. 828-692-4203.

Medicare, Medicaid, prescriptions

Free Medicare counseling. North Carolina's Seniors' Health Insurance Information Program (SHIIP), run by the NC Department of Insurance, gives free, unbiased Medicare counseling. The state's county locator lists, for Henderson County, the Council on Aging of Buncombe County Medicare Center, 46 Sheffield Circle, Asheville, 828-277-8288, by appointment only (ask for SHIIP help). MAP says that in partnership with that center it also offers one-on-one sessions with certified SHIIP counselors in its Hendersonville office; call 828-692-4203 to ask for one. The statewide SHIIP line is 1-855-408-1212. Call before any Medicare Advantage or Part D decision, especially during open enrollment, October 15 to December 7, 2026.

Help paying Medicare costs and prescriptions. The Medicare Savings Programs can pay Medicare premiums, and Extra Help lowers Part D drug costs. Apply for the Medicare Savings Programs through Social Services at 828-697-5500, and for Extra Help through SHIIP or Social Security at 1-800-772-1213. NC MedAssist (1-866-331-1348) is a free prescription program for uninsured North Carolinians with income under 300 percent of poverty; it says it may help some Medicare patients on a case-by-case basis. IAM (828-697-7029) can also help with a prescription once a year. We are not printing income limits for the Medicare programs; ask SHIIP to check them against your parent's numbers.

Medicaid, and a reason to apply before December 31. Apply at epass.nc.gov, by phone at 828-697-5500, by email to ESinfo@HendersonCountyNC.gov, by fax to 828-697-4976, in person, or at the front drop box at 1200 Spartanburg Highway. The NC Medicaid Contact Center is 888-245-0179, Monday to Friday 8 a.m. to 5 p.m. NC Medicaid says that if you apply by December 31, 2026, Medicaid will cover approved costs for up to 3 months before you applied. Starting in 2027, that window shrinks to 2 months for seniors and people with disabilities. If a parent is heading toward a nursing home or already paying for care, that difference can be real money.

Staying home on Medicaid: CAP/DA. The Community Alternatives Program for Disabled Adults (CAP/DA) is North Carolina's Medicaid waiver that brings in-home aide help, respite and case management so someone who would otherwise qualify for a nursing home can stay home. NC Medicaid's list of case management agencies for Henderson County (dated May 2025) names Advent Health Home Care of Western NC, 828-687-5261; C and B Support Services Inc., 828-654-0644; Carepartners Private Duty Services, 828-277-4800; Healthkeeperz Inc., 910-522-0009; RHA Management Services, Inc., 888-207-7828; and Walkers Home Care CAPDA, 252-432-6308. The list is more than a year old, so if a line does not answer, ask the Medicaid Contact Center.

Special Assistance In-Home. A cash supplement for low-income people at risk of entering a residential facility who can safely stay home. You must apply in person at Social Services. Ask for the Special Assistance supervisor at 828-694-6208.

Mental health. Henderson County's public mental health plan is Vaya Health. Its Behavioral Health Crisis Line is 1-800-849-6127, 24 hours a day, 7 days a week; the member and recipient service line is 1-800-962-9003, Monday to Saturday 7 a.m. to 6 p.m.

Home repair and safety

  • Housing Assistance Corporation. 214 North King Street, Hendersonville, 828-692-4744, Monday to Thursday 8:30 a.m. to 5:30 p.m., Friday by appointment. Its home repairs are offered at no cost to homeowners: ramps, grab bars, roof leaks, water heaters, steps and handrails, and fall prevention. You must own and live in the home and own no other, have household gross income at or below 50 percent of area median income, and have no other way to pay. Bring proof of income from all sources and proof of ownership (deed, title or tax bill); a mobile home on a rented lot also needs a notarized letter from the lot owner. It also helps owners apply for USDA Section 504 repair money: loans up to $40,000 at 1 percent over 20 years, and grants up to $10,000 for owners 62 and older (up to $50,000 combined). The grant must be repaid if the home is sold within 3 years.
  • Habitat for Humanity of Henderson County and Thermal Belt. 1111 Keith Street, Hendersonville, 828-694-0340. Its home repair program covers ramps, grab bars, roofs, heating and air, septic and well, and weatherization for owners who have lived in the home at least 12 months, with income between 30 and 80 percent of HUD median, current on taxes and mortgage, with homeowners insurance. The page does not say whether the homeowner pays part of the cost; ask when you call.
  • Weatherization and heating repair. North Carolina's weatherization provider for Henderson County is Community Action Opportunities, 25 Gaston Street, Asheville, 828-252-2495 or toll free 877-989-2495. It is not run out of Hendersonville. Weatherization serves households below 200 percent of poverty, which the state lists as $31,920 a year for one person and $43,280 for two, and the state plan puts people 60 and older and people with disabilities first. Households on SSI, Work First or SNAP in the past 12 months qualify automatically. Its Heating and Air Repair or Replacement Program (HARRP) repairs or replaces failing heating and air systems. Have proof of income for everyone in the house, proof of ownership or rental, and 12 months of energy bills ready.

The emergency registry. Henderson County Emergency Services keeps its special needs registry through Smart911, so critical information about a person is in front of 911 operators and emergency managers when your parent calls or a storm hits. Sign up at smart911.com from the county's Special Needs Registry page; questions go to Emergency Management at 828-697-4728, 2529 Asheville Highway, Monday to Friday 8 a.m. to 4:30 p.m.

Rent, housing, emergency cash

  • Hendersonville Housing Authority, 203 North Justice Street, Hendersonville, 828-692-6175, Monday to Thursday 8 a.m. to 5 p.m. Its waiting list for all bedroom sizes has been closed since June 1, 2026. It says it has two elderly and disabled communities; ask the office which ones and when the list reopens.
  • Housing Choice Vouchers (Section 8) for Henderson County run through WNCSource (formerly Western Carolina Community Action), not the housing authority. Income must be under 50 percent of area median, and tenants pay about 30 percent of adjusted income. There is a waitlist, and WNCSource invites applications; apply online through its Housing page or call 828-693-1711.
  • Interfaith Assistance Ministry, 828-697-7029, helps with rent or mortgage once a year for eligible households (see Energy).
  • Salvation Army of Henderson, Polk and Transylvania Counties, 239 3rd Avenue East, Hendersonville, 828-693-4181, Monday to Friday 8:30 a.m. to 4 p.m., closed noon to 1. Call to ask what help it has this month.
  • Careful: Social Services' Emergency Assistance program requires a child in the home, so it is not a route for most seniors. Use CIP for utilities instead.
  • 2-1-1 knows which church funds and ministries have money this week.

Transportation

Apple Country buses are free. Apple Country Public Transit is fare-free for all riders on all three bus routes and on paratransit, and the county has kept it free through June 30, 2027; the commissioners re-evaluate it every year. Three routes serve Hendersonville, Fletcher and Laurel Park, Monday to Friday, 6:30 a.m. to 6:30 p.m., with transfers at 4th Avenue and Grove Street downtown. WNCSource runs it for the county: 828-698-8571, 526 7th Avenue East.

Apple Country ADA paratransit. For people whose disability keeps them from using the bus, within three quarters of a mile of a route, same days and hours. Apply in writing (sometimes with an in-person interview); the county says eligibility is decided within 21 days of a complete application. Book up to 30 days ahead and no later than 5 p.m. the day before; for a Monday ride, leave a message by 5 p.m. Sunday. A personal care attendant and one companion ride free. 828-698-8571.

Free rides for seniors outside the bus routes. WNCSource Community Transportation offers elderly and disabled transportation, same-day and next-day medical rides, senior lunch and light shopping trips, grocery routes and rural rides, free of cost thanks to grants and donations. WNCSource suggests booking local rides 2 to 3 weeks ahead and out-of-county trips 3 to 4 weeks ahead. Register at 828-698-8571. Its page does not spell out every eligibility rule, so ask when you call.

Medicaid rides to appointments. Social Services arranges rides to Medicaid-covered services, using the least expensive way that fits the person's needs. Give 3 days notice for appointments in Henderson County and 5 days for out-of-county trips. 828-694-6161, Monday to Friday 8 a.m. to 4:30 p.m.

Legal help

Senior Legal Helpline. Legal Aid of North Carolina's Senior Legal Helpline gives free civil legal help to North Carolinians 60 and older: 1-877-579-7562, Monday to Friday 9 to 11 a.m. and 1 to 3 p.m.

Pisgah Legal Services, Hendersonville office. 440 South Church Street, Hendersonville, 828-692-7622, Monday to Friday 8:30 a.m. to 5 p.m. Its Elder Law program helps with urgent health care needs, elder abuse including financial exploitation, consumer fraud, unfair debt collection and end-of-life planning. To apply, call 828-253-0406 or toll free 1-800-489-6144. The page does not list income limits, so ask when you call.

Watch the name. Legal Aid of North Carolina has an office in the city of Henderson, in Vance County. It does not serve Henderson County.

Protecting an older adult.

  • Henderson County Adult Protective Services: Adult Services Intake, 828-694-6241, 8 a.m. to 4:30 p.m. After hours and on holidays, call 828-697-4911 for emergencies. Anonymous reports are accepted. In an emergency, call 911. North Carolina law requires anyone who suspects an older adult is being abused or neglected to report it.
  • Long-Term Care Ombudsman at Land of Sky, for problems in a nursing home or assisted living. The lead regional ombudsman covers Henderson County: 828-251-7433.
  • NC Attorney General Consumer Protection: 1-877-566-7226 (1-877-5-NO-SCAM).
  • National Elder Fraud Hotline: 1-833-372-8311.

Paperwork offices you will need. A power of attorney that will be used for real estate is recorded at the Henderson County Register of Deeds, 200 North Grove Street, Suite 129, 828-697-4901. Wills and estates are handled by the Clerk of Superior Court, Henderson County Courthouse, 200 North Grove Street, Suite 163, Hendersonville, 828-694-4100, Monday to Friday 8:30 a.m. to 5 p.m.

For veterans. Henderson County Veterans Services, 900 North Main Street, Hendersonville, 828-694-6500. Appointments are not required, but the county suggests calling first to avoid a long wait. Walk-in hours are Monday 9 to 11 a.m. and 2 to 4 p.m., and Tuesday and Wednesday 9 to 11 a.m. Its service officers complete the NCDVA-9 for the Disabled Veteran property tax exclusion.

Caregiver support

  • Land of Sky Family Caregiver Support Program. Its Family Caregiver Resource Specialist helps families caring for an older relative find respite and other support: 828-251-7441.
  • Project C.A.R.E. Dementia-specific support and respite for families caring for someone with dementia at home. The state's Western office, run by Land of Sky, covers Henderson County: 828-251-7432.
  • Mountain Aging Partners. MAP's caregiver specialists help families access respite and other support: 828-692-4203.
  • Adult day. The state's April 2026 list of certified adult day programs has one in Henderson County: Mountain Aging Partners, Inc., Henderson, a combined adult day care and adult day health program. Call 828-697-7070 for a visit; the state list and MAP's site give different street addresses, so confirm where to go when you call.
  • Alzheimer's Association, 24/7 Helpline: 1-800-272-3900. The Western North Carolina Chapter's Mountain Area office is 828-254-7363.

PACE

Henderson County has a PACE program, based in Asheville, and the state list covers most of the county by ZIP code.

PACE, the Program of All-Inclusive Care for the Elderly, takes over a person's whole care plan, doctors, a day center, therapy, personal care, prescriptions and transportation, so someone who needs a nursing home level of care can keep living at home. CarePartners PACE runs its center at 286 Overlook Road, Asheville, NC 28803: 828-213-8442.

Who qualifies. People 55 and older who meet North Carolina's nursing home level of care and can live safely in the community with PACE services. PACE is funded by Medicare and Medicaid.

Check the ZIP code. NC Medicaid's official PACE list names CarePartners PACE for Buncombe and Henderson counties and portions of McDowell and Transylvania, and it decides by the ZIP code of the person's home. For Henderson County, the list includes Hendersonville 28739, 28791, 28792 and 28793, East Flat Rock 28726, Etowah 28729, Flat Rock 28731, Fletcher 28732, Horse Shoe 28742, Mountain Home 28758, Mills River 28759 and Zirconia 28790. Dana (28724) and Edneyville (28727) are not on the state list. Confirm your parent's address when you call.

Frequently asked questions

Mom is 74, lives in Flat Rock, and gets about $3,000 a month from Social Security and a small pension. Does she qualify for a tax break? Likely. About $3,000 a month is about $36,000 a year, under the $38,800 limit for 2026 and the $39,900 limit for 2027, as long as that is the combined income for her and any spouse, counting tax-exempt Social Security. The Elderly or Disabled Exclusion takes the greater of $25,000 or half her home's taxable value off the bill. Her name must be on the deed as of January 1, and the application is due by June 1. Call the Assessor at 828-697-4870.

Dad's house gets a new value in 2027. What should we watch for? The notice should arrive around February 1, 2027. If the value looks wrong, the informal appeal window is January 1 to April 14, 2027. If he is already on the exclusion, call the Assessor to confirm nothing more is needed; if he uses the Circuit Breaker, he files again every year anyway.

Should my father use the Circuit Breaker instead? Go in with open eyes. It limits his tax to 4 or 5 percent of income, but the rest is deferred, not forgiven, and when a disqualifying event happens the last three years of deferred taxes come due with interest. He must reapply every year with proof of income. If his income is under the exclusion limit, the exclusion is usually simpler. Ask the Assessor to run both, and talk to the Senior Legal Helpline (1-877-579-7562) if the house is part of an estate plan.

Mom's savings are running out and she may need Medicaid for care. Does timing matter? It can. NC Medicaid says applications filed by December 31, 2026 can get approved costs covered for up to 3 months before the application; in 2027 that drops to 2 months for seniors. Call Social Services at 828-697-5500, and talk to the Senior Legal Helpline or Pisgah Legal before moving any assets.

Mom lives alone in Fletcher and I live out of state. What can I set up today? Put her on the county's Smart911 special needs registry so 911 and emergency managers have her information. Sign her up for the Register of Deeds fraud detection email. Ask Mountain Aging Partners (828-692-4203) about Meals on Wheels and community dining. Fletcher is on the Apple Country bus routes, which are free. And if she needs a nursing home level of care, ask CarePartners PACE (828-213-8442) whether PACE can keep her home.
